Petitioner has requested that the Department waive the requirement that a recruit possess a “standard” high school diploma prior to becoming certified. On August 3, 2006, the Criminal Justice Standards and Training Commission granted a waiver of this rule to Frederick Bulanda, in a final order, OGC File No.: VAR 06-5. This rule waiver was granted because the petitioner demonstrated that a strict application of the rule would result in undue hardship to him or would affect him differently than other similarly situated applicants and because he had successfully fulfilled the requirements of Section 943.13(3), F.S., by other means.
