Petitioner’s first question asked whether the Department’s declination of a Petition for Declaratory Statement in DS 2014-156 exempted Petitioner from the statutory requirements regarding continuing education and license renewal. The Department granted Petitioner’s first question and found that Petitioner is not exempt. With regard to Petitioner’s second question, the Petitioner failed to identify a particular set of circumstances about which a declaratory statement can be issued. The Department declined to issue a statement of general applicability.
