On February 7, 2014, the Department published in the Florida Administrative Register (Vol. 40/26) a Notice of Proposed Rule for proposed revisions to Chapter 62B-49, F.A.C., which concerns the Joint Coastal Permit program. A public hearing was subsequently held on March 3, 2014, at which the Department received timely comments on the proposed rule revisions. These comments were considered, and revisions will be proposed at the second hearing to address the comments as appropriate. The purpose of this second public hearing is to solicit additional input concerning all of the proposed rule revisions, including changes resulting from comments received at the first public hearing and additional language to be proposed by staff at the hearing.
Activities that would have required both a coastal construction permit and an environmental resource permit are authorized by a single joint coastal permit. The Department proposes to amend Chapter 62B-49 to: (a) add new language to implement certain provisions of Chapter 2012-65, Laws of Florida; (b) clarify language in order to reduce confusion in the permitting process and reduce Requests for Additional Information (RAIs); (c) add conditions and amend the rule to expedite the permitting process; and (d) amend procedures to require electronic submittal of applications.
