Published on: 16502336. The purpose is to repeal Rule 6A-1.09421, F.A.C., because the rulemaking authority for the High School Competency Test (HSCT) no longer exists as Sections 1008.22(3)(c)(5), 1008.22(9), and 1008.22(11), F.S., have been amended since the rule was last adopted. Section 1008.22, Florida Statutes, now requires students to pass the grade 10 English Language Arts assessment and Algebra I end-of-course assessment to graduate with a standard high school diploma and only authorizes the designation of concordant and comparative scores for the statewide graduation assessments in Reading, English Language Arts, and Algebra I. Those who have not passed the HSCT as part of their graduation requirements will need to enroll in an adult education program to earn a standard high school diploma. In accordance with Rule 6A-6.020, F.A.C., those who enter adult high school after their ninth grade cohort has graduated or who are not part of a ninth grade cohort must meet the current grade 12 cohort’s graduation requirements that are in effect the year they enter adult high school.
Published on: 6539951. The proposed rule amendments require adult students who have not yet passed the High School Competency Test (HSCT) to meet the graduation testing requirement with passing scores on the Florida Comprehensive Assessment Test® (FCAT). The required passing scores on the FCAT were determined through a statistical analysis and are comparable to the passing scores previously required on the HSCT, in accordance with Section 1008.22(9), F.S. Beginning with the effective date of this rule, the HSCT will be discontinued, and adult students will be required to register for retake administrations of the FCAT to fulfill the graduation testing requirement for a high school diploma.
Published on: 6314911. The purpose of the proposed rule amendment is to establish in rule passing scores on the Florida Comprehensive Assessment Test® (FCAT) that are equivalent to the current passing scores required for students who entered high school at the time the High School Competency Test (HSCT) testing requirement was in place. Senate Bill 1908, passed by the 2008 Legislature, provides authority to the State Board of Education to adopt by rule passing scores on a new statewide assessment that are statistically equivalent to the passing scores required on an old statewide assessment. Once the equivalent passing scores on the new statewide assessment are adopted, the administration of the old assessment may be discontinued. With regard to this rule, the “old” statewide assessment is the HSCT and the “new” statewide assessment is the FCAT. The effect of this change will be to allow the Department of Education to discontinue the administration of the HSCT, effective with the approval of the final proposed rule including the equivalent scores.

This change will provide an administration schedule that is commensurate with the current number of test takers each year. In addition, the amendment will eliminate obsolete provisions.
