On June 27, 2013 the Office of Early Learning issued a Final Order granting the Early Learning Coalition of Pinellas County a temporary variance from Rule 6M-4.210, Florida Administrative Code. The petition for temporary variance was received by the Office of Early Learning on January 22, 2013. Notice of receipt was published in the Florida Administrative Register, Volume 39, Number 26 on February 7, 2013. No public comment was received. The Order grants variance from paragraph 6M-4.210(1), F.A.C., which provides requirements for maintaining school readiness eligibility and allows an individual to be unemployed for a maximum 30 days before losing eligibility to receive services. The Office determined that the variance will prevent the revocation of eligibility which would adversely impact the ability of unemployed parents and guardians to continue searching for employment. Further a break in eligibility also disrupts a child’s learning potential and results in diminished effectiveness of school readiness services. If the variance is not granted the coalition it would create a substantial hardship to both the coalition and the individuals served by the coalition.
