54The Department of Transportation filed an emergency motion

62for clarification bringing to the attention of the undersigned a

72scrivener's error in his Recommended Orde r of December 28, 2004.

83As suggested by the Department, paragraph 41 of said Order is

94incorrect and should read as follows:
