FINAL ORDER AND PUBLIC REPORT

The State of Florida Commission on Ethics, meeting in public session on September 12,

2014, adopted the Joint Stipulation of Fact, Law, and Recommended Order entered into between

the Advocate for the Commission and the Respondent in this matter.

In accordance with the Stipulation, which is attached hereto and incorporated by

reference, the Commission finds that the Respondent, as a candidate for Mayor of Eatonville,

Florida, violated Section 112.3145, Florida Statutes, by failing to properly file his 2011 CE Form

1, "Statement ofFinancial Interests." 1

For the violation, in accordance with the Stipulation, the Commission hereby

recommends a civil penalty in the total amount of $1,000, a penalty which the Respondent has

agreed to be subjected to and to pay.

The Joint Stipulation of Fact, Law, and Recommended Order contains a scrivener's error in

that it indicates, in paragraph 10, that the Respondent violated Article II, Section 8, Florida

Constitution, a provision not applicable to CE Form 1 filers. It is apparent from the whole of the

stipulation that the violation concerns Section 12.3145, Florida Statutes.

ORDERED by the State of Florida Commission on Ethics meeting in public session on

September 12, 2014.
