3. The matters were referred to the Division of Administrative Hearings on October 6,

2015 and consolidated by Order of October 14, 2015.

4. Prior to hearing, the Department and Outfront entered into the attached Stipulation of

Settlement resolving the matters. On January 29, 2016, the Division of Administrative Hearings

relinquished jurisdiction to the Department.

CONCLUSIONS OF LAW

A. The Department has jurisdiction over the subject matter of and the parties to this

proceeding pursuant to Chapters 120 and 479, Florida Statutes, and Rule Chapter 14-10, Florida

Administrative Code.

B. The Stipulation of Settlement resolves the violations that were the subject of the

Petitions for Formal Proceedings.

ORDER

Based on the above Findings of Fact and Conclusions of Law, it is

ORDERED that the attached Stipulation of Settlement is approved. It is further

ORDERED that the request for an administrative hearing filed by Outfront Media, LLC, is

DISMISSED.
