139STA TEMENT OF THE ISSUE

144The issue in this case is whether Respondent meets the

154definition of an employer within the meaning of section 70 - 51,

166Pinellas County Code, and, therefore, is subject to the

175discrimination ordinance enacted by Pinellas County (County).

182Neither party filed written exceptions to the Recommended

190Order. The findings of fact and conclusions of law set forth in

202the Recommended Order are adopted and incorporated by reference

211in this Final Order.

215ORDER

216Based on the foregoing, it is determined t hat Respondent is

227not an employer within the meaning of section 70 - 51, and,

239therefore, is not subject to the County's discrimination

247ordinance. It is ORDERED that Petitioner's Charge of

255Discrimination is DISMISSED.
