11B-35.0023. Student Transfers within Basic Recruit Training Programs

  • 1(1) Pursuant to subsection 511B-35.002(1), 6F.A.C., Commission-approved Basic Recruit Training Programs shall be offered only at training schools certified by the Criminal Justice Standards and Training Commission for the respective discipline.

    32(2) A student may transfer courses 38from a Commission-approved Basic Recruit Training Program 45to another training school, 49for the same training program, provided:

    55(a) The courses have been successfully completed four years from the beginning date of the Commission-approved Basic Recruit Training Program; and,

    76(b) The student has not been dismissed from the previous training school; and,

    89(c) Verification has been made by reviewing the student’s grade on the ATMS Global Profile Sheet or other documentation provided by the school where the courses were completed.

    117(d) 118Basic recruit training courses requiring proficiency demonstrations that were successfully completed shall be transferable.  Demonstration of proficiency skills required by the rule at the time of the requested transfer shall be met by the student. The training center director or designee shall evaluate the student’s completed performance evaluation form(s) and ensure the student meets the current proficiency standards. Demonstration of the new skills shall be documented on the applicable performance evaluation form pursuant to Rule 19311B-35.0024, 194F.A.C.

    195(3) A student may transfer Commission-approved Basic Recruit Training High Liability Courses, pursuant to subsection 21011B-35.0021(1), 211F.A.C., completed in one Basic Recruit Training Program to another Basic Recruit Training Program provided:

    226(a) The courses have been successfully completed within four years from the beginning date of the Commission-approved Basic Recruit Training Program; and,

    248(b) The student has not been dismissed for disciplinary reasons from the previous Commission-approved Basic Recruit Training Program; and,

    267(c) Verification has been made by reviewing the student’s grade on the ATMS Global Profile Sheet or other documentation provided by the school where the courses were completed.

    295(d) Demonstration of proficiency skills required by the rule at the time of the requested transfer shall be met by the student. The training center director or designee shall evaluate the student’s completed performance evaluation form(s) and ensure the student meets the current proficiency standards. Demonstration of the new skills shall be documented on the applicable performance evaluation form pursuant to Section 35711B-35.0024, 358F.A.C.

    359(4) Both the transferring student and the receiving training school shall request the transferring training school to complete and submit the appropriate student records. Upon receipt of such request, the transferring training school is responsible for submitting the transferring student’s records to the receiving training school.

    405(5) When a student has successfully completed courses included in a Commission-approved Basic Recruit Training Program at two or more training schools, and has met all requirements for completion of the program, set forth in the requirements of this rule section, the training school where the student has successfully completed the greatest number of courses in that program, shall upon receipt of the student records from the other training school(s), submit a Training Report form CJSTC-67 to Commission staff. The training school submitting form CJSTC-67, may require the student to demonstrate the required proficiency skills not completed at that school, pursuant to subsection 50811B-35.0024(1), 509F.A.C. The training school submitting form CJSTC-67 shall provide the student with written evidence of the student’s successful completion of the Basic Recruit Training Program.

    534(6) Nothing in this rule section shall be construed to prevent a training school from admitting a student for the limited purpose of completing a course(s) required for completion of a Commission-approved Basic Recruit Training Program at another training school where the student is enrolled.
