1In all cases where citrus fruit has been inspected and certified and is ready for shipment, but the shipment, or any part thereof, is transferred from the original carrier before leaving the State and/or it becomes necessary for the shipper to have multiple inspection certificates on divided lots of such fruit, in lieu of the original certificate, the shipper shall be required to obtain transfer clearance receipts for such fruit which shall be issued in quadruplicate by any authorized citrus inspector.
