1No gas utility shall be required to furnish gas service for resale nor shall any gas service provided by the utility be sub-metered or further distributed by any customer for purpose of resale unless such customer is a municipality, a Department of the United States Government or a public utility whose rates for such service have been approved by this Commission; provided, however, this rule shall not apply to service supplied to rental housing units or trailer parks in which gas is distributed to the tenants thereof by the landlord unless a charge over and above the rent is made for such gas service.
