60D-4. Rules For Construction And Leasing Of State Buildings To Insure Energy Conservation |
1(1) “Additions” 3– mean any facility related project that increases a building’s footprint and the conditioned square footage of a building.
22(2) “Alternative design” 25– refers to a potential architectural or engineering design for a new construction, addition, or renovation project, that is unique from all other building designs under consideration in at least one of the following areas:
60(a) Thermal characteristics of building envelope materials;
67(b) Amount of exterior glass;
72(c) Thermal characteristics of exterior glass;
78(d) Type of energy-consuming system;
83(e) Type of energy-consuming equipment;
88(f) Type of component within energy-consuming equipment;
95(g) Type of control scheme for equipment or systems;
104(h) Equipment energy efficiency rating;
109(i) Interior lighting system power density (watts per square foot).
119(3) “Annual Supplement to NIST 135” 125– refers to the 129Energy Price Indices and Discount Factors for Life-Cycle Cost Analysis-2009, Annual Supplement 141to NIST 135 and 145NBS Special publication 709, National Institute of Standards and Technology, NISTIR 85-3273157. 169(4) “DOE” 171– refers to U.S. Department of Energy.
178(5) “Energy-consuming equipment” 181– any mechanical or electrical equipment that consumes electricity or fuel and is used in heating, ventilation, air-conditioning, lighting, hot water heating, and power distribution systems.
207(6) “Energy Star” 210– refers to the joint energy efficiency program between the U.S. Environmental Protection Agency and the U.S. Department of Energy.
230(7) 231“HVAC” 232– refers to heating, ventilation, and air-conditioning.
239(8) “kBTU” 241– refers to one-thousand British thermal units.
248(9) “Life-cycle cost analysis” 252– a comparative analysis of the total life-cycle costs ranked from lowest to highest for the associated alternative designs.
271(10) “NIST” 273– refers to the National Institute of Standards and Technology.
283(11) “Renovation” 285– means an existing building undergoing an alteration that varies or changes HVAC systems, lighting systems, water-heating systems, insulation, or exterior building envelope conditions.
309(12) “Service water heater” 313– refers to a water heater used for domestic or commercial purposes other than HVAC space heating or manufacturing processes.
333(13) “Sustainable building rating” – refers to one of the following sustainable rating systems required in Section 350255.257(4), F.S.352:
353(a) The United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) rating system;
370(b) The Green Building Initiative’s Green Globes rating system;
379(c) The Florida Green Building Coalition rating system.
