62-213. Operation Permits For Major Sources Of Air Pollution |
1A2ll Title V sources are subject to the air operation permit requirements of this chapter, except those Title V sources permittable pursuant to Rule 2662-213.300, 27F.A.C., Title V Air General Permits.
33(1) No Title V source may operate except in compliance with this chapter.
46(2) Except as provided in Rule 5262-213.410, 53F.A.C., no source with a permit issued under the provisions of this chapter shall make any changes in its operation without first applying for and receiving a permit revision if the change meets any of the following:
90(a) Constitutes a modification;
94(b) Violates any applicable requirement;
99(c) Exceeds the allowable emissions of any air pollutant from any unit within the source;
114(d) Contravenes any permit term or condition for monitoring, testing, recordkeeping, reporting or of a compliance certification requirement;
132(e) Requires a case-by-case determination of an emission limitation or other standard or a source specific determination of ambient impacts, or a visibility or increment analysis under the provisions of Chapter 62-212 or 62-296, F.A.C.;
167(f) Violates a permit term or condition which the source has assumed for which there is no corresponding underlying applicable requirement to which the source would otherwise be subject;
196(g) Results in the trading of emissions among units within a source except as specifically authorized pursuant to Rule 21562-213.415, 216F.A.C.;
217(h) Results in the change of location of any relocatable facility identified as a Title V source pursuant to paragraph (a)-(e), (g) or (h) of the definition of “major source of air pollution” at Rule 25262-210.200, 253F.A.C.
254(i) Constitutes a change at an Acid Rain Source under the provisions of 26740 CFR 72.81(a)(1), 270(2), or (3), (b)(1) or (b)(3), hereby incorporated by reference;
280(j) Constitutes a change in a repowering plan, nitrogen oxides averaging plan, or nitrogen oxides compliance deadline extension at an Acid Rain Source.
