62-296.501. Can Coating

  • 1(1) Applicability. The emission limiting standards set forth in Rule 1162-296.501, 12F.A.C., will apply to:

    16(a) Coating applicators and ovens of sheet, can, or end coating lines involved in sheet basecoat (exterior and interior) and overvarnish;

    37(b) Two-piece can exterior (basecoat and overvarnish);

    44(c) Two- and three-piece can interior body spray;

    52(d) Two-piece can exterior end (spray or roll coat);

    61(e) Three-piece can side-seam and end sealing compound operation.

    70(2) Emission Limiting Standards. No owner or operator of can coating lines subject to Rule 8562-296.501, 86F.A.C., may cause, allow, or permit the discharge into the atmosphere of any volatile organic compounds in excess of the total discharge that would occur if each coating line complied with the emission limitations contained in paragraphs 12362-296.501(2)(a) 124through (d), F.A.C. below. Compliance with these limitations for any given day’s operation shall be determined by using the method contained in 45 FR80824. A copy of the above referenced document is available from the Superintendent of Documents, U.S. Government Printing Office, Washington, D. C., and may be inspected at the Department's Tallahassee office.

    178(a) 2.8 pounds per gallon of coating (0.34 kilograms per liter), excluding water, delivered to the coating applicator of;

    1971. Sheet basecoat (exterior and interior) and overvarnish, or

    2062. Two-piece can exterior (basecoat and overvarnish) operation.

    214(b) 4.2 pounds per gallon of coating (0.50 kilograms per liter), excluding water delivered to the coating applicator from two- and three-piece can interior body spray and two-piece can exterior end (spray or roll coat) operations.

    250(c) 5.5 pounds per gallon of coating (0.66 kilograms per liter), excluding water, delivered to the coating applicator from three-piece can side-seam spray operations.

    274(d) 3.7 pounds per gallon of coating (0.44 kilograms per liter) excluding water delivered to the coating applicator from can side-seams and end sealing compound operations.

    300(3) Control Technology. The emission limits in subsection 30862-296.501(2), 309F.A.C., shall be achieved by:

    314(a) The application of low solvent content coating technology; or,

    324(b) Incineration, provided that 90 percent of the volatile organic compounds (VOC measured as total combustible carbon) which enter the incinerator are oxidized to carbon dioxide and water.

    352(4) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    374(a) Low Solvent Technology. The test method for volatile organic compounds shall be EPA Method 24, 390as described at 39340 C.F.R. Part 60, 397Appendix A-7, adopted and incorporated by reference at Rule 40662-204.800, 407F.A.C., or EPA 450/3-84-019, Procedures for Certifying Quantity of Volatile Organic Compounds Emitted by Paint, Ink, and Other Coatings (427http://www.flrules.org/Gateway/reference.asp?No=Ref-04298429), hereby adopted and incorporated by reference436.

    437(b) Add-on Control Device.

    4411. Destructive. The test method for volatile organic compounds shall be EPA Method 25, 455as described at 45840 C.F.R. Part 60, 462Appendix A-7, adopted and incorporated by reference at Rule 47162-204.800, 472F.A.C., 473or Attachment 3 of EPA 450/ 2-78-041, 480Alternate Test Method for Direct Measurement of Total Gaseous Organic Compounds Using a Flame Ionization Analyzer adopted and 498incorporated by reference in Chapter 62-297, F.A.C.

    5052. Non-destructive. The test method for volatile organic compounds shall be VOC Capture Efficiency Test Procedures 521as described at Rule 52562-297.450, 526F.A.C. The sampling time for each capture efficiency test run shall be at least 8 hours, unless otherwise approved by the Department pursuant to Rule 55162-297.620, 552F.A.C.

    553(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
