62-296.510. Bulk Gasoline Terminals

  • 1(1) Applicability. The emission limiting standards or control technology set forth in Rule 1462-296.510, 15F.A.C., applies to bulk gasoline terminals and the appurtenant equipment necessary to load the tank truck or trailer compartments.

    34(2) Emission Limiting Standards. Emissions units affected under subsection 4362-296.510(1), 44F.A.C., shall not allow mass emissions of volatile organic compounds from control equipment to exceed 4.7 grains per gallon (80 milligrams per liter) of gasoline loaded.

    70(3) Control Technology. No person shall load gasoline into any tank, trucks or trailers from any bulk gasoline terminal unless:

    90(a) Displaced vapors are vented only to the vapor control system; and,

    102(b) A means is provided to prevent liquid waste from the loading device to exceed the quantity specified for the self sealing coupler or adapter according to API regulation RP 1004 (or equivalent) upon the loading device being disconnected or when it is not in use (the above referenced are available from the American Petroleum Institute, 2101 “L” Street N. W., Washington, D.C. 20037); and,

    167(c) All loading and vapor lines equipped with fittings are vapor tight; and,

    180(d) The bulk gasoline terminal is equipped with a properly installed and operated vapor control system complying with Rule 19962-296.510, 200F.A.C., and which recovers vapors from the equipment being controlled or which directs all vapors to a combustion or incineration system.

    221(4) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    243(a) Vapor Control Emissions. The test methods for volatile organic compounds shall be EPA Methods 2A and 2B, 261as described at 26440 C.F.R. Part 60, 268Appendix A-1; and EPA Methods 27325A and 25B, 276as described at 27940 C.F.R. Part 60, 283Appendix A-7; adopted and 287incorporated by reference 290at Rule 29262-204.800, 293F.A.C. Sub-subpargraph 29562-297.440(2)(b)1.a., 296F.A.C., shall also apply.

    300(b) Equipment Vapor-Leak Detection. The test methods for volatile organic compounds shall be EPA Methods 21, 316as described at 31940 C.F.R. Part 60, 323Appendix A-7; 325and 326EPA Method 32827, 329as described at 33240 C.F.R. Part 60, 336Appendix A-8; adopted and 340incorporated by reference 343at Rule 34562-204.800, 346F.A.C. Sub-subparagraph 34862-297.440(2)(b)2.a., 349F.A.C., shall also apply.

    353(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
