62-296.705. Phosphate Processing Operations

  • 1(1) Applicability. The emission limitations set forth in Rule 1062-296.705, 11F.A.C., shall apply to all unit operations and auxiliary equipment which are an integral part of the process used to manufacture the finished products specified in paragraphs (a) through (f) below, including reactors, dryers, coolers, concentrators, screens, elevators, conveyor belts, grinders, and other unit operations, which exist as part of the manufacturing system from the point of introduction of raw materials feed into the process to the point of discharge of the finished product to the storage materials handling system;

    91(a) Diammonium phosphate (DAP);

    95(b) Run of pile triple super phosphate (ROPTSP);

    103(c) Granular triple super phosphate (GTSP);

    109(d) Normal super phosphate (NSP);

    114(e) Monoammonium phosphate (MAP);

    118(f) Phosphate animal feed ingredient (AFI).

    124(2) Emission Limitations.

    127(a) No owner or operator of a phosphate processing facility shall cause, permit or allow total emissions of particulate matter from the affected unit operations and auxiliary equipment in excess of 0.30 pounds per ton of product or visible emissions the density of which is greater than 20 percent opacity from the above listed operations (paragraphs (a) through (f)).

    186(b) No owner or operator of a phosphate rock dryer or phosphate rock grinding operation which is not an integral part of the operations described in paragraphs 21362-296.705(1)(a) 214through (f), F.A.C., shall cause, permit or allow total emissions of particulate matter from the dryer or grinder in excess of 0.20 lb/ton of products or visible emissions the density of which is greater than 20 percent opacity.

    252(c) No owner or operator of a concentrator which is part of a phosphate processing facility shall cause, permit or allow total emissions of particulate matter from the concentrator in excess of 15 pounds per hour or visible emissions the density of which is greater than 20 percent opacity.

    301(d) No owner or operator of a Diammonium Phosphate cooler producing less than 50 tons per hour of product shall cause, permit, or allow total emissions of particulate matter in excess of 0.60 pound per ton of product or visible emissions the density of which is greater than 20 percent opacity.

    352(3) Test Methods and Procedures. All emissions tests performed pursuant to the requirements of this rule shall comply with the following requirements.

    374(a) The test method for visible emissions shall be EPA Method 9, 386as described at 38940 C.F.R. Part 60, 393Appendix A-4, adopted and 397incorporated by reference 400at Rule 40262-204.800, 403F.A.C.

    404(b) The test method for particulate matter emissions shall be EPA Method 5 or EPA Method 5A, 421as described at 42440 C.F.R. Part 60, 428Appendix A-3, adopted and 432incorporated by reference 435at Rule 43762-204.800, 438F.A.C. The minimum sample volume shall be 30 dry standard cubic feet.

    450(c) Test procedures shall meet all applicable requirements of Chapter 62-297, F.A.C.
