62-304.405. Lower Suwannee River Basin TMDLs

  • 1(1) Lower Suwannee River Basin Fecal Coliform TMDLs. For each Class III surface water of the state in the Lower Suwannee River Basin verified as impaired for fecal coliform, the TMDL is 400 counts/100 mL fecal coliform and shall be allocated as follows:

    44(a) The WLA for the NPDES wastewater point sources is not applicable;

    56(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    73(c) The LA for nonpoint sources is to address anthropogenic sources in the basin such that the in-waterbody concentrations meet the 400 counts/100 mL fecal coliform criterion.

    100(2) Suwannee River (downstream of the confluence with the Withlacoochee River). The TMDLs for the Suwannee River (118downstream of the confluence with the Withlacoochee River) are to achieve 0.35 mg/L nitrate-nitrite for the discharge from Suwannee River, and are allocated as follows:

    143(a) The WLA for wastewater point sources is not applicable;

    153(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    170(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The range of percent reduction necessary to achieve the LA is estimated between 0 and 51% depending on the month and location within the basin. Achievement of the TMDL constitutes achievement of a percent reduction.

    221(3) Branford Springs. The TMDL for Branford Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    244(a) The WLA for wastewater point sources is not applicable;

    254(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    271(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 61%. Achievement of the TMDL constitutes meeting the water quality target.

    304(4) Falmouth Springs. The TMDL for Falmouth Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    327(a) The WLA for wastewater point sources is not applicable;

    337(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    354(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 62%. Achievement of the TMDL constitutes meeting the water quality target.

    387(5) Royal Springs. The TMDL for Royal Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    410(a) The WLA for wastewater point sources is not applicable;

    420(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    437(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 74%. Achievement of the TMDL constitutes meeting the water quality target.

    470(6) Ruth Springs. The TMDL for Ruth Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    493(a) The WLA for wastewater point sources is not applicable;

    503(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    520(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 92%. Achievement of the TMDL constitutes meeting the water quality target.

    553(7) Troy Springs. The TMDL for Troy Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    576(a) The WLA for wastewater point sources is not applicable;

    586(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    603(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 81%. Achievement of the TMDL constitutes meeting the water quality target.

    636(8) Fanning Springs. The TMDL for Fanning Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    659(a) The WLA for wastewater point sources is not applicable;

    669(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    686(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 92%. Achievement of the TMDL constitutes meeting the water quality target.

    719(9) Manatee Springs. The TMDL for Manatee Springs is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    742(a) The WLA for wastewater point sources is not applicable;

    752(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    769(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The percent reduction is an estimated 79%. Achievement of the TMDL constitutes meeting the water quality target.

    802(10) Lower Suwannee Estuary. The TMDL for Lower Suwannee Estuary is to achieve a monthly average of 0.35 mg/L nitrate-nitrite, and is allocated as follows:

    827(a) The WLA for wastewater point sources is not applicable;

    837(b) The WLA for discharges subject to the Department’s NPDES MS4 Permitting Program is not applicable; and

    854(c) The LA for nonpoint sources is to meet a monthly average of 0.35 mg/L nitrate-nitrite. The range of percent reduction necessary to achieve the LA is estimated between 30 and 58% depending on the month and location within the basin. Achievement of the TMDL constitutes meeting the water quality target.
