62-555. Permitting, Construction, Operation, And Maintenance Of Public Water Systems |
1A New Water System Capacity Development Financial and Managerial Operations Plan consists of a completed Form 1762-555.900(20), 18hereby adopted and incorporated by reference, effective August 28, 2003, including all supporting attachments. Copies of this form are available from the Department of Environmental Protection, Drinking Water Section, M.S. 3520, 492600 Blair Stone Road, 53Tallahassee, 54Florida 5532399-240056.
57(1) For each water system that is considered a “new system” per subsection 7062-555.525(1), 71F.A.C., but for which a construction permit is not required, the supplier of water shall submit a New Water System Capacity Development Financial and Managerial Operations Plan to the Department within 90 days after commencing operations as a community or non-transient non-community water system. The plan shall be submitted to the appropriate Department of Environmental Protection District Office or Approved County Health Department.
134(2) For each water system that is considered a “new system” per subsection 14762-555.525(1), 148F.A.C., the supplier of water shall submit an updated New Water System Capacity Development Financial and Managerial Operations Plan to the Department within 90 days after the third anniversary of the system commencing operations as a community or non-transient non-community water system. The updated plan shall be submitted to the appropriate Department of Environmental Protection District Office or Approved County Health Department.
210(3) For each water system that is considered a “new system” per subsection 22362-555.525(1), 224F.A.C., and that changes ownership on or after August 28, 2003, the supplier of water acquiring ownership of the system shall submit an updated New Water System Capacity Development Financial and Managerial Operations Plan to the Department within 90 days after acquiring ownership of the system. The updated plan shall be submitted to the appropriate Department of Environmental Protection District Office or Approved County Health Department.
290(4) Within 30 days after the Department receives a New Water System Capacity Development Financial and Managerial Operations Plan required under subsection (1), (2), or (3) above, the Department shall review the plan. If the Department finds anything that will prevent the “new system” from functioning in compliance with Chapters 62- 550, 62-555, 62-560, and 62-699, F.A.C., the Department shall issue to the supplier of water, within the aforementioned 30-day review period, a written request for changes to the plan and for resubmittal of the plan after the changes are made. Within 30 days after receiving a satisfactory plan (i.e., a plan that is complete and that indicates the “new system” has the capacity to function in compliance with Chapters 62-550, 62-555, 62-560, and 62-699, F.A.C.), the Department shall issue to the supplier of water written approval of the plan.
