62-621.260. Best Management Practices (BMP) Plan

  • 1When a BMP plan is required by a generic permit listed in this chapter, the permittee shall prepare the plan in accordance with the following procedures:

    27(1) The permittee shall maintain the BMP plan at the facility and shall make the plan available to the Department upon request.

    49(2) The permittee shall develop and implement a BMP plan which prevents, or minimizes the potential for, the release of pollutants from ancillary activities, including:

    74(a) Material storage areas;

    78(b) Plant site runoff;

    82(c) In-plant transfer, process and material handling areas;

    90(d) Loading and unloading operations; and

    96(e) Sludge and waste disposal areas, to the surface waters of the state through plant site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw material storage. The term “pollutants” refers to any substance listed as toxic under Section 307(a)(1) of the Clean Water Act (Act); oil, as defined in Section 311(a)(1) of the Act; and substances listed as hazardous under Section 311 of the Act.

    165(3) The publication “Guidance Manual for Developing Best Management Practices (BMP),” document number EPA 833-B-93-004, can be used as a reference which contains technical information on BMPs and the elements of the BMP program.
