62S-4.007. Review Procedures and Criteria

  • 1(1) Minimum Requirements. Applications must include the following in order to be reviewed by the evaluation committee:

    18(a) A signed and complete Title Page;

    25(b) A Location Map;

    29(c) A Work Plan; and,

    34(d) A Budget.

    37(2) Applications that meet the minimum requirements listed in paragraphs 62S48494.007(1)(a)-(d), F.A.C., will be reviewed by an interagency technical evaluation committee of at least three members who are appointed by the FCMP Administrator and have knowledge of current coastal resource management issues and state and federal resource management programs and activities. Each application will be evaluated using the evaluation criteria below. The final score of each application shall be the average of the evaluators’ scores.

    197(h) Budget and budget narrative clearly show how FCMP funds and match funds will be expended in accordance with paragraph 21762S-4.004(2)(d), 218F.A.C., and demonstrate a cost relationship to project activities.

    239(4) Applications will be funded in rank order by score, depending on the availability of funds. If more than one application receives the same score, those applications will receive equal treatment in making funding decisions.

    274(5) If the project is funded by NOAA, the subgrant agreement shall be executed within 90 days from approval unless mutually waived by the FCMP and recipient. Failing timely execution, funds will be allocated to other FCMP needs.
