63G-2. Secure Detention Services |
1(1) The Department shall follow sanitary standards for juvenile detention facilities as set forth by the Department of Health.
20(2) The Superintendent is responsible for ensuring the physical plant and all equipment is in proper repair and fully functional. 40Any repair(s) that cannot be completed shall be documented and reported to the regional office.
55(a) All staff shall report physical safety features in need of repair or maintenance. If a condition exists that constitutes a safety hazard, it shall be reported to the Superintendent or designee as soon as possible.
91(b) Each detention facility shall maintain maintenance schedules and a work order system.
104(c) The Superintendent or designee shall ensure that systems or programs, contracted or otherwise, are in place to address facility needs related to the maintenance, repair, replacement and continual evaluation of equipment.
136(3) The Superintendent or designee shall ensure all tools and equipment are properly cared for, stored and inventoried.
154(a) Inspections of tool control areas shall be conducted and documented monthly.
166(b) Perpetual inventories of all tools shall be maintained.
175(c) An inventory of all other maintenance equipment shall be maintained.
186(d) Youths are forbidden to use or access any tools, kitchen or medical equipment. Youths may use cleaning items such as mops, brooms, and buckets and other common household items under direct staff supervision.
220(e) Kitchen knives and other hazardous kitchen sharps shall be stored in a locked cabinet, drawer or toolbox that contains an inventory list and shall be accounted for daily.
249(4) The facility, including the attached buildings and grounds, shall be clean, landscaped and well maintained. Furnishings shall be kept in good repair. Staff shall utilize a FMS maintenance work order system or other approved work order systems to identify damage or situations in need of repair.
296(5) The Superintendent is responsible for the implementation of a safety plan addressing proper use, storage, inventory, access, and disposal of toxic, caustic, flammable and poisonous items.
323(a) Youths 325shall not 327be permitted to use, handle, or clean-up dangerous or hazardous chemicals or respond to chemical spills. Youths 344shall not 346be permitted to clean, handle, or dispose of any other person’s bio-hazardous material, bodily fluids or human waste.
364(b) The Superintendent is responsible for the development of a site-specific plan addressing exposure to blood borne pathogens.
382(c) The disposal of bio-hazardous waste is the responsibility of the medical services provider.
