64E-5.1307. Training Requirements for Authorized Users

  • 1(1) Radioactive materials shall be used by individuals who are qualified by training and experience to protect public health, safety and the environment. A description of this training must be submitted and approved by the department and include the following:

    41(a) Principles and fundamentals of radiation protection and safety practices related to the use of radioactive materials, including ALARA principles;

    61(b) Radioactivity measurements;

    64(c) Use of radiation detection instruments and monitoring techniques;

    73(d) Biological effects of radiation;

    78(e) Transportation of radioactive materials;

    83(f) Practical experience with the use of radioactive materials; and

    93(g) Licensee’s operating and emergency procedures.

    99(2) For licensees who propose to train their own personnel to be authorized users, the following must be provided to and approved by the department:

    124(a) Instructor qualifications, including training and experience with radioactive materials specifically relating to the topics of instruction;

    141(b) A detailed training program, including duration of training for each of the topics listed in (1) of this section;

    161(c) The method of testing the knowledge of students, such as a written and practical examination, and whether the examination is open or closed book; and

    187(d) If an examination is used, the passing score, method of retesting students who do not pass and an example of the examination with the correct answers indicated.

    215(3) Records of training shall be maintained during the employment of the individual or 5 years, whichever is greater.

    234(4) Unless otherwise specified in the license, a licensee’s authorized user training program is not transferable to another licensee.
