64E-5.327. Procedures for Receiving and Opening Packages  


Effective on Saturday, January 1, 1994
  • 1(1) Each licensee who expects to receive a package containing quantities of radioactive material in excess of A191 20or A222 23quantities as defined in Part XV shall make arrangements to receive:

    34(a) The package when the carrier offers it for delivery; or

    45(b) The notification of the arrival of the package at the carrier’s terminal and to take possession of the package expeditiously.

    66(2) Each licensee shall:

    70(a) Monitor the external surfaces of a package for radioactive contamination that are labeled with a Radioactive White I, Yellow II, or Yellow III label as specified in U.S. Department of Transportation regulations in 10449 C.F.R. 172.403 107and 172.436-.440, unless the package contains only radioactive material in the form of gas or in special form as defined in Part XV;

    130(b) Monitor the external surfaces of a package for radiation levels that are labeled with a Radioactive White I, Yellow II, or Yellow III label as specified in U.S. Department of Transportation regulations in 16449 C.F.R. 172.403 167and 172.436-.440, unless the package contains quantities of radioactive material that are less than or equal to the A1861 187or A1892 190quantities as defined in Part XV; and

    197(c) Monitor all packages known to contain radioactive material for radioactive contamination and radiation levels if there is evidence of degradation of package integrity, such as packages that are crushed, wet, or damaged.

    230(3) The licensee or registrant shall perform the monitoring required by subsection 24264E-5.327(2), 243F.A.C., as soon as practicable after receipt of the package but not later than 3 hours after the package is received at the licensee’s facility if it is received during the licensee’s normal working hours, or not later than 3 hours from the beginning of the next working day if it is received after working hours.

    299(4) The licensee shall immediately notify the final delivery carrier and the department by telephone and telegram, mailgram, or facsimile when:

    320(a) Removable radioactive surface contamination exceeds the limits of subsection 33064E-5.1505(8), 331F.A.C.; or

    333(b) External radiation levels exceed the limits of subsection 34264E-5.1505(9), 343F.A.C.

    344(5) Each licensee shall:

    348(a) Establish, maintain, and retain written procedures for safely opening packages in which radioactive material is received; and

    366(b) Ensure that the procedures are followed and that consideration is given to special instructions for the type of package being opened.

    388(6) Licensees transferring special form sources in vehicles owned or operated by the licensee to and from a work site are exempt from the contamination monitoring requirements of paragraph 41764E-5.327(2)(a), 418F.A.C., but are not exempt from the monitoring requirement in paragraph 42964E-5.327(2)(b), 430F.A.C., for measuring radiation levels that ensures that the source is still properly lodged in its shield.
