65D-30.010. Standards for Outpatient Treatment

  • 1In addition to rule 565D-30.004, 6F.A.C., the following standards apply to outpatient treatment.

    14(1) Outpatient treatment is provided on a nonresidential basis and is intended for individuals who meet the placement criteria for this component.

    36(2) Services. 38Outpatient services provide a therapeutic environment, which is designed to improve the functioning or prevent further deterioration of persons with substance use problems. These services are typically provided on a regularly scheduled basis by appointment, with special arrangements for emergency or crisis situations. Outpatient services may be provided individually or in a group setting. 92Each 93individual 94shall receive services each week. Clinical staff shall provide those services. Each provider shall be capable of providing or arranging for the services listed below. With the exception of counseling, it is not intended that all services listed be provided. For 135individuals 136participating under 138the Department of Corrections, the Department of Juvenile Justice, or the Department of Management Services programs, 154services shall be provided according to the conditions of the contract with the provider 168and the respective department172. Otherwise, services shall be provided in accordance with the needs of the 185individual 186as identified in the 190assessment and 192treatment plan, as follows:

    196(a) Individual counseling;

    199(b) Group counseling;

    202(c) Counseling with families or support system;

    209(d) Substance211-related and recovery-focused 214education, such as strategies for avoiding substance use or relapse, health problems related to substance use, motivational enhancement and strategies for achieving a substance-free lifestyle; and

    240(e) Crisis intervention.

    243(3) Required Hours of Services. For outpatient treatment, each 252individual 253shall receive services each week in accordance with subsection 26265D-30.010(1), 263F.A.C., including a minimum of one (1) counseling session. If fewer sessions are indicated, justification must be documented in the clinical record.

    285(4) Caseload. No full-time counselor shall have a caseload that exceeds 50 297individuals298.

    299(5) Hours of Operation. Providers shall post their hours of operation and this information shall be visible to the public. Inmate Substance Abuse Programs operated by or under contract with the Department of Corrections, 333Department of Management Services, 337Juvenile Justice Commitment Programs, and detention facilities operated by or under contract with the Department of Juvenile Justice are exempt from the requirements of this subsection 363but shall provide such services as required in the policies, standards, and contractual conditions established by the respective department382.
