1It is the purpose of these rules to establish procedures for the use of landowners when seeking payment, on either a full or partial payment basis, from the Nonmandatory Land Reclamation Trust Fund for the cost of reclamation of lands disturbed by the severance of phosphate prior to July 1, 1975, as provided by Section 56378.037(2), 57Florida Statutes.
