69K-21. Funeral Establishments |
1The Department shall inspect funeral establishments on the basis of the following:
13(1) There shall be either a refrigeration room for the storage of dead human bodies, or written arrangements for the refrigeration and storage of dead human bodies 40at a facility within 75 miles of the funeral establishment.
50(2) If a funeral establishment offers cremation services, and a retort is not on the funeral establishment’s premises, the cinerator facility that the funeral establishment contracts with must be within 75 miles of their physical location.
86(3) An embalming preparation room in a funeral establishment shall be equipped as follows:
100(a) Adequate ventilation, including an exhaust fan with proper screening adequate to exchange the air in the room with outside air at least twelve (12) times per hour;
128(b) Operating table with non-porous surface;
134(c) Sanitary floors with non-porous surface;
140(d) Sanitary waste receptacles;
144(e) A hand sink with hot and cold water and a service sink and a floor drain or sanitary drain for the removal of body fluids connected to central sewage system or septic tank. The floor drain may be replaced by an alternative method of removal of body fluids which meet the sanitation requirements of paragraph 20069K-21.003(1)(c), 201F.A.C.;
202(f) The following instruments shall be properly maintained:
2101. 1 machine for embalming or gravity equipment;
2182. 1 aspirator;
2213. 1 master trocar;
2254. 1 aneurism needle;
2295. 1 scalpel;
2326. 1 drain tube;
2367. 1 arterial tube;
2408. 1 scissor;
2439. Surgical needles;
24610. Eye caps;
24911. Surgeon’s thread;
25212. 1 head rest;
25613. Razor and blades;
26014. Absorbent cotton;
26315. Antiseptic soap;
26616. Sheet(s);
26817. Towel(s);
27018. Disinfectant;
27219. Tubing;
27420. Disposable surgical gloves.
278(g) The following minimum supplies for embalming dead human bodies:
2881. 2 bottles arterial fluid per body;
2952. 1 bottle cavity fluid per body;
3023. Supply of hardening compound for autopsies.
309(4) Compliance with sections 313497.386 314and 315497.380, F.S., 317and rule 31969K-33.001, 320F.A.C.
321(5) If embalming services are offered to the public, the establishment from which the arrangements are made shall have either a preparation room on the premises in conformity with the requirements of subsection 35469K-21.003(1), 355F.A.C., a centralized embalming facility as defined in subsection 36469K-21.003(3), 365F.A.C., or shall promptly notify the division office in writing of any arrangements entered into with any other funeral establishment to provide embalming services prior to the service being provided.
395(6) The requirements of subsection 40069K-21.003(1), 401F.A.C., may be satisfied by the use of a centralized embalming facility provided that:
415(a) Each establishment has a room for the storage of dead human bodies;
428(b) The Department is notified of the name and location of the centralized facility;
442(c) The centralized facility meets the requirements of subsection 45169K-21.003(1), 452F.A.C., and,
454(d) The centralized facility is within 75 miles of the establishments served and available for use on a continuous full-time basis.
475(7) Preparation room shall meet the requirements of the Department of Health chapter 64E-16, F.A.C., which prescribes minimum sanitary practices relating to the management of biomedical waste, including segregation, handling, labeling, storage, transport and treatment. Room shall be maintained in a clean and sanitary manner.
520(8) The funeral establishment shall have on site or immediately available sufficient gasketed metal containers of a type required for the transportation of bodies which is adequate to prevent the seepage or emission of offensive fluids or odors.
558(9) Where caskets are displayed, the prices shall be conspicuously marked on or in the casket.
574(10) Each funeral establishment shall display at the public entrance the name of the establishment and the name of the full time funeral director in charge.
