1No domestic stock insurer, or any director, officer or employee of such insurer subject to Rule 1769O-143.026, 18F.A.C., hereof, or any other person, shall solicit, or permit the use of his name to solicit, by mail or otherwise, any proxy, consent or authorization in respect of any stock of such insurer in contravention of this Chapter, and without first having filed with the Director, in writing, the information requested in Rules 7269O-143.03673and 7469O-143.037, 75F.A.C., hereof.
