  • 1(1) Purpose. 3The 4purpose 5of 6this 7rule 8is 9to 10establish 11the 12criteria 13and 14application 15process 16for 17Florida’s 18Purple 19Star School 21of 22Distinction 23Designation, which 25is 26awarded 27to 28schools 29that 30demonstrate 31a 32commitment 33to 34or 35provide 36critical transition 38supports 39for 40military-connected 41families, 42as 43provided 44in 45Section 461003.051, 47F.S.

    48(2) Definitions.

    50(a) “Military 52Student” 53means 54a 55student 56as 57defined 58in 59Section 601003.051(1), 61F.S.

    62(b) “Purple 64Star 65School 66of 67Distinction” 68means 69a 70school 71approved 72by 73the 74Department 75that 76meets 77the 78criteria established 80in 81Section 821003.051, 83F.S., 84and 85this 86rule.

    87(c) “School” 89means 90a 91public 92school, 93as 94defined 95in 96Section 971003.01(2), 98F.S., 99a 100charter 101school, 102as 103defined 104in Section 1061002.33, 107F.S., 108or 109a 110private 111school 112participating in 114a 115state 116scholarship 117program 118under 119Chapter 1201002, 121F.S.

    122(3) Schools 124must 125meet 126the following 128criteria 129in 130order 131to 132earn 133the 134designation 135as 136a 137Purple 138Star 139School 140of Distinction:

    142(a) Military 144Point 145of 146Contact 147(MPOC). 148Each 149school 150must 151designate 152a 153school 154counselor, 155teacher, 156principal, 157or assistant 159principal 160as 161the 162MPOC. 163MPOCs 164are 165responsible 166for serving 168as 169the 170central 171point 172of 173contact 174for 175military families 177to 178assist 179with 180student 181enrollment, 182records 183transfer, 184accessing 185services 186for 187students 188with 189disabilities, 190and accessing 192school- 193and 194community-based 195resources 196that 197are 198available 199for 200military 201students 202and 203their 204families.

    205(b) Webpage. 207Each 208school must 210establish 211and 212maintain 213a 214separate 215page 216on 217its 218website 219that 220is 221linked 222on 223the school’s 225homepage 226and 227includes, 228at 229a 230minimum, 231the 232following 233information 234for 235military 236students 237and 238families:

    2391. Transition 241planning 242for 243military 244families;

    2452. Academic 247planning 248for 249military 250families;

    2513. Resources 253and 254educational 255opportunities 256for 257military 258students;

    2594. Information 261on 262the 263school’s 264student-led 265transition 266program;

    2675. Information 269on 270exceptional 271student 272education 273services;

    2746. Information 276on 277upcoming 278military 279recognition 280events;

    2817. Information 283on 284mental 285health 286challenges 287facing 288military 289students, 290including 291ways 292to 293access 294school-based mental 296health 297services; and

    2998. Contact information for MPOC.

    304(c) Transition 306Program. 307Each 308school 309must 310establish 311a 312student-led 313transition 314program 315that 316assists 317military students 319in 320transitioning 321into 322the 323school. 324The 325transition 326program 327must 328include:

    3291. At 331least 332one student 334designated 335to 336serve 337as 338student 339transition 340team 341coordinator;

    3422. A 344military 345peer-support 346system 347that 348links 349incoming 350military 351students 352with 353other military 355students 356at 357the 358school within 360the 361first 362two 363weeks 364of 365enrollment;

    3663. A 368process 369for 370familiarizing 371new 372students 373with 374the 375school, such 377as 378introducing 379military 380students 381to 382student leaders 384or 385ambassadors, 386informing 387military 388students 389about 390newcomer 391social 392events, 393and 394providing 395guided 396tours of 398the 399campus.

    400(d) Professional 402Development. 403Each 404school 405must 406offer 407annual 408professional 409development 410concerning 411how 412to identify 414and 415respond 416to 417the 418unique 419needs 420of 421military 422students 423and 424their 425families. 426Schools 427may 428partner with 430school districts 432to 433procure 434or 435provide 436professional 437development 438through 439virtual 440or 441face-to-face 442courses.

    443(e) Each 445school 446must 447reserve 448at least 450five (4525) percent 454of 455controlled 456open 457enrollment 458seats, as 460defined in 462Section 4631002.31, F.S., 465for 466military 467students.

    468(f) Each 470school 471must 472complete 473at 474least 475three 476of 477the 478following 479activities 480to 481support 482military 483families:

    4841. The school hosts at least one of the following annual military recognition events: Month of the Military 502Child, 503Month 504of 505the 506Military 507Family, 508Purple-Up! 509For 510Military 511Kids, 512Veteran’s 513Day, 514Memorial 515Day;

    5162. The 518district 519school 520board 521where 522the 523school 524is 525located, 526or 527governing 528board 529in 530the 531case 532of 533a 534charter 535or 536private school, 538issues 539a 540resolution 541publicizing 542support 543for 544military 545students 546and 547families;

    5483. The 550school 551partners 552with 553one or 555more 556military 557school 558liaison 559officer(s) 560to 561provide 562opportunities 563for 564active- duty 566parents 567to 568volunteer 569at 570the 571school;

    5724. The 574school 575maintains 576a 577public 578display 579recognizing 580service 581members, 582veterans, 583or 584military 585students 586and families;

    5885. The 590school 591participates 592in 593a 594service 595project 596that 597connects 598the 599school with 601the military 603community, 604such 605as adopt-a-school, 607sending 608letters 609or 610care 611packages 612to 613deployed 614troops, 615or 616Yellow 617Ribbon 618events; 619and

    6206. The 622school 623offers 624the 625Junior 626Reserve 627Officers’ 628Training 629Corps 630(JROTC) 631program.

    632(4) Application 634and 635renewal.

    636(a) Schools 638that 639meets 640the 641criteria 642for 643the 644Florida 645Purple 646Star 647School 648of Distinction 650Designation 651must 652report 653the 654information 655listed 656in 657subsection 658(3) 659of 660this 661rule 662to 663the 664Department 665of Education 667by 668completing 669the 670Purple 671Star 672School 673of 674Distinction 675Application 676form, 677PSDA-1, 678(679http://www.flrules.org/Gateway/reference.asp?No=Ref-15721681) 682(effective August 2023) 685by 686September 68730 688of 689each 690school year. 692This 693form 694is 695incorporated 696by 697reference 698and 699may 700be 701obtained 702at https://www.fldoe.org/schools/family-community/activities-programs/parental-involvement/purple-star.stml.

    704(b) Schools 706must 707maintain 708records 709demonstrating 710completion 711of 712the 713required 714items 715in 716subsection 717(3) 718of 719this 720rule and 722must 723provide 724those 725records 726to 727the 728Department 729of 730Education 731staff 732upon 733request.

    734(c) Once 736awarded, 737schools 738will 739maintain 740their 741designation 742as 743a 744Purple 745Star 746School 747of 748Distinction 749for 750three (3) school 753years. 754After 755three 756years, 757schools 758must 759reapply 760to maintain 762the 763Florida’s 764Purple 765Star 766School 767of 768Distinction Designation.
