9B-1.026. Factory-built Schools, Certifications (Transferred)

  • 1(1) Manufacturers. Prior to manufacturing factory-built schools for utilization in the State of Florida, a manufacturer shall be certified by the Department as provided in Rule 279B-1.007, 28F.A.C., and shall be subject to the continuing requirements thereof to maintain certification. Fees for certification of manufacturers shall be as provided in Rule 529B-1.020, 53F.A.C.

    54(2) 55Agency 56Plan Review. The Department shall contract with an individual or entity to perform plan review pertaining to factory-built schools. Such individual or entity shall b81e subject to certification as an 87Agency as provided in Rule 929B-1.006, 93F.A.C. Maximum fees the 97Agency 98may charge those seeking plan approval shall be established by contract between the Department and the 114Agency.

    115(3) 116Agencies117. All entities that perform inspections of factory-built schools shall be 128A129gencies certified by the Department as provided in Rule 1389B-1.006, 139F.A.C. Inspectors permanently employed by local school boards and community colleges shall be granted an exemption from certification by the Department pursuant to Rule 1639B-1.006, 164F.A.C., upon written request of the Local School Board or Community College. All entities that perform inspections, whether exempt from certification or not, shall submit a 190Q191uality 192Control M194anual to the Department with the application, which shall at a minimum contain the following sections:

    210(a) Introduction to the 214A215gency, including a brief history and types of services provided;

    225(b) Outline of the 229A230gency’s internal quality control plan, including the name and title240s 241of the person244nel 245in charge of quality control and how the 253A254gency plans to meet the duties and responsibilities imposed by this chapter;

    266(c) Organizational chart showing the relationship between administration, operation, and quality control responsibilities, including a list of inspectors by name and title, identifying each as an employee or under contract;

    296(d) Personnel resumes;

    299(e) Training program, including programs for required continuing education, seminars, discussions on code compliance, inspections and department requirements;

    317(f) Inspection procedures, including inspection checklists for code compliance, inspection records, correction notice, reinspection, inspection visits and scope of inspections;

    337(g) Test procedures and methods pertaining to tests required by the applicable building codes;

    351(h) Procedure for control of insignia; and

    358(i) Procedure for maintenance of records.
