9B-24.005. Subgrantees (Transferred)

  • 1(1) The State shall ensure that all subgrantees are selected in accordance with 1410 CFR Part 440, 18so that:

    20(a) Each WAP Subgrantee is a public or private non-profit entity. Each subgrantee is selected on the basis of the following:

    411. The subgrantee’s past experience and performance in weatherization or housing renovation activities;

    542. The subgrantee’s experience in assisting low-income persons in the geographical area to be served; and

    703. The subgrantee’s capacity to undertake a timely and effective weatherization program.

    82(2) In selecting a subgrantee, preference shall be given to any CAA or other public or private non-profit entity which has, or is currently administering an effective WAP under 11110 CFR Part 440, 115or under Title II of the Economic Opportunity Act of 1964, with program effectiveness evaluated by the consideration of factors including, but not necessarily limited to, the following:

    143(a) The extent to which the past or current program achieved or is achieving weatherization goals in a timely fashion;

    163(b) The quality of work performed by the subgrantee;

    172(c) The number, qualifications, and experience of the staff members of the subgrantee; and

    186(d) The ability of the subgrantee to secure volunteers, training participants, and community service employment workers.

    202(e) The State shall ensure that the funds received under this part will be allocated to entities selected in accordance with paragraph (1)(a) of this section, and that the funds will be allocated to areas on the basis of the funding formula outlined in Rule 2479B-24.004, 248F.A.C.

    249(3) If the State finds that a subgrantee selected to undertake a WAP has failed to comply with the provisions of the governing state rule and federal regulations, or is in breach of a weatherization contract, a new subgrantee shall be selected at a public hearing in accordance with 29810 CFR Part 440 302and upon the basis of the criteria in subsection (1) of this rule.
