9B-69.008. Implementation Grant Scoring Criteria (Transferred)

  • 1(1) Implementation grant applications that meet minimum threshold requirements will be deemed eligible and will be scored and ranked using the following criteria:

    24(a) Narrative describing the conditions of the urban infill and redevelopment area and a description of how the local government will implement projects outlined in the plan. The summary shall also describe incentives the local government will offer to residents, stakeholders, and governance structure to keep those individuals actively involved in the implementation of plan activities. Additionally, a description of the community participation process referenced in subsections 91163.2517(2)(a)-92(b)2., F.S., shall be provided.

    97(b) Amount of leveraged funds contributed to the project.

    106(c) In-kind services contributed to the project.

    113(d) Local government incentives and financial expenditures.

    120(e) If an implementation grant application was partially funded due to the depletion of the fiscal year’s grant funds, subject to the annual legislative appropriation, the Department will fund the remaining portion of the application out of the next available funds.

    161(2) The Department shall give priority in scoring to applications that meet the following criteria:

    176(a) Projects that are located within or contiguous to other state redevelopment initiatives as outlined in Section 163.2523, F.S.

    195(b) Projects that provide employment opportunities to clients of the WAGES program.

    207(3) The maximum scores for each criterion are set forth in the Implementation Grant Application. Scores awarded under each criterion will be added and the resulting sum shall constitute the total score for the applicant. Scores for all applicants will then be ranked by the review committee, and a funding recommendation will be submitted to the Secretary of the Department for final selection of grant recipients.
