    PURPOSE AND EFFECT: The purpose of this rule development effort is to increase sustainable access to the alligator egg resource on permitted properties and strengthen participant accountability. The effect will be greater flexibility to landowners managing the alligator resource on their property while ensuring sustainability of permitted activities through improved data and enforcement measures.
