    PURPOSE AND EFFECT: The purpose of rule development is to update the rule with the most recent version of the delegations of authority from the Commission to the Executive Director, which are incorporated by reference into the rule. The Commission will consider a possible change in delegations at its February 13-14, 2013 meeting in Orlando, Florida. The effect of this rule development effort is to maintain transparency to the public with respect to Commission operation.
