    Roof Management System

    NOTICE TO PROFESSIONAL ROOF CONSULTANTS

    The University of Central Florida, on behalf of its Board of Trustees, announces that continuing Professional services are required for the following service: Roof Management System.

    The Roofing Consultant will provide a roofing software program and propagate it with UCF facilities, so it will provide a comprehensive building envelope system to manage.

    The Roof Management/Consultant will provide roofing management software services for UCF building facilities and provide assessment services for all building envelopes.

    FORM OF PROPOSALS

    Firms will be evaluated in the following areas: current workload, location, past performance, ability to meet schedule and budget, experience of the firm’s personnel; and ability. Experience and ability scores will be based on the following criteria:

    The system presented must include at a minimum:

    - Past experience in providing roof management for commercial and educational facilities

    - Building name and number, including address

    - Date built

    - Date roof installed

    - Manufacturer

    - Installer

    - Roof type and material

    - Warranty duration

    - All repairs completed with associate costs and who made repairs

    - Annual and any inspection results

    - Total sq. ft. of roof area

    - CADD files of all roofs

    - Cost of previous repairs

    - Cost estimates of repairs currently needed based on type of roof system x sq. ft.

    - Projected budget dollars required by year for at least 20 years

    - IR results

    - Core sample results

    - Capable of tracking F&S CMMS(AiM) work orders for all building envelope water intrusion issues

    - Ability to input and display pictures in jpeg, mpeg, bmp, IS2 or pdf format

    - Provide executive reports as well as condition and assessment reports

    - Provide Preventative maintenance check points for roof systems.

    Roofing software programs will be evaluated in the following areas:

    1. Document all buildings owned by the university

    2. Provide annual assessment updates of all building envelope assets

    3. Must be able to input companies currently under contract and past companies into the program and track dollars spent on each building

    4. Must be able to document Building Envelope Consultants reports and the projects they were and are associated with for UCF buildings

    5. Must be Web based with the administrative capability to grant access

    6. Must have a rating & priority system from most critical replacement to least critical maintenance.

    7. Must include feasibility of restoration vs. replacement

    8. Provide actual cost of program, licenses, and maintenance costs of software upkeep.

    9. Must provide Executive and Assessment reports

    10. Program must have been on the market and used by references for at least 5 years.

    11. Must be user friendly with a ‘help desk’ option available for troubleshooting.

    Firms should carefully review the Continuing Services Contract and the General Conditions documents. Submitting a proposal for this project constitutes complete agreement with and acceptance of, the terms and conditions contained within these documents. These documents can be found with the advertisement on our website at www.fp.ucf.edu.

    INSTRUCTIONS FOR PROFESSIONAL ROOF CONSULTANTS

    Professionals desiring to provide a roofing management system shall apply by letter along with a completed University of Central Florida “Continuing Services Contractor Form”. Proposals must not exceed 40 pages.

    Attach to each letter of application:

    A list of completed jobs over the last three (3) years, with contract value, contact name and telephone number. Provide five (5) to ten (10) educational references with at least two (2) million square feet of low slope roof area.

    A copy of the applicant’s current Professional Contractor’s license from the State of Florida. An applicant must be properly licensed to practice at the time of submission of this application. If the applicant is a corporation, it must be chartered by the Florida Department of State to operate in Florida.

    Submit five (5) copies of the above requested data bound in the order listed above. Applications which do not comply with the above instructions will not be considered. Application materials will not be returned.

    The plans and specifications for Florida Board of Education projects are subject to reuse in accordance with the provisions of Section 287.055, Florida Statutes. As required by Section 287.133, Florida Statutes, a contractor may not submit a proposal for this project if it is on the convicted vendor list for a public entity crime committed within the past 36 months. The selected contractor must warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in excess of $15,000.00 in connection with this project for a period of thirty six (36) months from the date of their being placed on the convicted vendor list.

    GENERAL INFORMATION

    All applicants will be notified of the results of the short-listing in writing. Finalists will be informed of the interview date and times and will be provided with additional project information, if available. Short listed firms must present using Educational facilities in their presentation.

    The Selection Committee will make a recommendation to the University President. All finalists will be notified in writing of the President’s action. Upon approval by the president, negotiations will be conducted in accordance with Section 287.055, Florida Statutes.

    BADGING AND IDENTIFICATION

    Criminal background checks, E-verification and drug testing verification will be provided for all employees and sub-contractors. Picture ID cards will be worn at all times workers are on the job.

    SELECTION CRITERIA

    Selection criteria will be based on firm’s inspection/assessment program for documenting condition of the entire building envelope.

    The Project Fact Sheet contains the selection criteria which is the primary basis for determining the shortlist.     Five (5) bound copies of the required proposal data shall be submitted to: Mrs. Gina Seabrook, University of Central Florida, Office of Facilities Planning, 3528 North Perseus Loop, Orlando, FL 32816-3020. Submittals must be received by 4:30 p.m. local time February 11th, 2011. Facsimile (FAX) submittals are not acceptable and will not be considered. Late submissions will not be accepted.
