68A-15.064: Specific Regulations for Wildlife Management Areas - South Region
PURPOSE AND EFFECT: The purpose of the proposed rule changes is to revise specific area regulations on Wildlife Management Areas (WMAs) in the South Region and conform to calendar year date changes. The effect of the proposed rule changes will be to enable the agency to better manage fish and wildlife resources and public use on WMAs.
SUMMARY: The proposed rule changes would adjust season dates to conform to calendar year changes and revise specific area regulations on Wildlife Management Areas (WMAs) in the South Region as follows:
Allapattah Flats WMA Trails will be open to vehicular access one week prior to the start of archery and spring turkey seasons through 6 p.m. one day after the close of archery and spring turkey seasons and during dove, waterfowl, and snipe seasons; begin the general gun hunt on the Saturday following the family hunt; change the archery season from a 7-day and 9-day hunt to four 4-day hunts (quota 50, no exemptions); and bird dogs and retrievers may be used to hunt migratory game during the migratory bird seasons.
Dinner Island Ranch WMA Change wild hog bag limit from one per quota permit to daily bag of one, possession limit of two, no size limit and allow them to be taken the entire month of February; move the family hunt from the second and third weekends in November to the first and second weekends in December; change the archery season from two consecutive hunts (7-day and 9-day) to four 4-day hunts (quota 45, no exemptions); change the general gun season from two consecutive hunts (4-day and 5-day) to three 3-day hunts (quota 45, no exemptions); change the spring turkey season from two consecutive hunts (4-day and 5-day) to three 3-day hunts (quota 20, no exemptions); allow migratory birds to be taken during statewide open seasons; bird dogs and retrievers may be used to hunt small game during migratory bird and small game seasons; and allow year-round public vehicle access on trails currently only open for seasonal vehicle access by people participating in hunts.
Everglades and Francis S. Taylor WMA Remove the annual bag limit and shoulder height restriction for wild hogs; establish a possession limit of two for wild hogs; add an additional week to the general gun-walk hunt in conservation Areas 3A North and 2 and shorten the muzzleloading gun season in Conservation Area 3A North by one week; eliminate the second general gun-walk hunt; remove language that prohibits kitchen stoves, refrigerators and freezers unless contained in mobile campers or an existing permanent camp; prohibit operation of airboats during legal shooting hours during archery, muzzleloading and general gun-walk seasons; and allow use of tracked vehicles by persons participating in alligator hunts.
Holey Land WMA Remove the annual bag limit and shoulder height restriction for wild hogs; establish a possession limit of two for wild hogs; add an additional week to the general gun-walk hunt and shorten the muzzleloading gun season by one week; and allow the use of tracked vehicles by persons participating in alligator hunts.
J.W. Corbett WMA Allow wild hog to be hunted for the entire general gun season; change the bag limit for wild hog from one annually to one per day, two annually; remove the shoulder height restriction for wild hog; remove the quota permit requirement for the first nine days of general gun season; restrict dog training during the dog training season to the area south and east of Stumpers Grade; public vehicle access is allowed on the North, South, and Stumpers Grade and Trail 6 when the area is open to public access; during archery and spring turkey seasons allow only those persons participating in the hunt vehicle access on named and numbered trails; during the muzzleloading gun, general gun, and small game seasons allow only those persons participating in the hunt cross-country vehicle access; allow the possession of alcohol on selected roads and consumption of alcohol in selected campgrounds; and adjust the boundary for the buffer zone adjacent to the Pratt-Whitney complex.
Okaloacoochee Slough WMA expand waterfowl season to match statewide dates; and allow bird dogs and retrievers for the take of small game.
Rotenberger WMA Remove the annual bag limit and shoulder height restriction for wild hogs; establish a possession limit of two for wild hogs; remove language that prohibits kitchen stoves, refrigerators and freezers unless contained in mobile campers or an existing permanent camp; add an additional week to the general gun-walk hunt and shorten the muzzleloading gun season by one week; and allow the use of tracked vehicles and airboats by persons participating in alligator hunts.
Spirit-of-the-Wild WMA Change wild hog bag limit from one per quota permit to daily bag of one, possession of two, no size limit and allow them to be taken the entire month of February; change the archery season from two consecutive hunts (7-day and 9-day) to four 4-day hunts (quota 20, no exemptions); change the general gun season from two consecutive hunts (4-day and 5-day) to three 3-day hunts (quota 20, no exemptions); change the spring turkey season from two consecutive hunts (4-day and 5-day) to three 3-day hunts (quota 10, no exemptions); allow migratory birds to be taken during statewide open seasons; and bird dogs and retrievers may be used to hunt small game during migratory bird and small game seasons.
Additional proposed rule changes would provide non-substantive technical changes, such as grammatical corrections, language standardization, or clarification of an existing rule.

68A-15.064 Specific Regulations for Wildlife Management Areas South Region.
(1) J. W. Corbett Wildlife Management Area.
(a) No change.
(b) Legal to take: All legal game, fish, furbearers and frogs. Deer daily bag one, annual bag two; wild hog daily bag one, annual bag two one. The take of wild hog with a shoulder height of less than 20 inches is prohibited. The take of wild hog is prohibited after the first nine days of the general gun season and during small game season. Turkeys may not be taken during the archery season.
(c) No change.
(d) General regulations:
1. The use of rifles is prohibited within the Pratt-Whitney buffer zone and within one-fourth mile of the Seaboard Coastline Railroad, the Pratt-Whitney fence and Mecca Farms. The use of centerfire rifles is prohibited south and east of Stumpers Grade.
2. The use or possession of airboats, tracked vehicles, unlicensed and unregistered motorcycles motorized two-wheeled vehicles or all-terrain vehicles on the area is prohibited.
3. No change.
4. During open periods other than designated hunting seasons, vehicles may only be operated on named or numbered roads and Trail 6. From 8 a.m. one day before the opening of archery season through the close of the archery season and during spring turkey season, vehicles may be operated only on named or numbered roads or trails, but only by persons participating in the hunts, and on named or numbered roads. Vehicles may only be operated on named or numbered roads and Trail 6 at any time after 8 a.m. one day prior to muzzleloading gun, general gun and small game seasons through the last day of each of these seasons, except these restrictions shall not apply to persons participating in the hunts.
5. During dog training season and open periods other than designated hunting seasons, motorized vehicles may be operated only on the North, South, and Stumpers grades, on Trail 6, on Trail 3 between its junction with Tomato Field Grade and its junction with Trail 5, on Trail 5 between its junction with Trail 3 and the L-8 levee, and on the Tomato Field grade east of the Big Gopher canal. These vehicle access prohibitions shall not apply from 8:00 a.m. one day before the opening of muzzleloading gun and general gun seasons through the close of muzzleloading gun and general gun seasons.

(2) Holey Land Wildlife Management Area.
(a) Open season:

4. Muzzleloading gun October 2-10 3-18.

(b) Legal to take: All legal game (except wild turkey), fish, frogs and furbearers. Take of antlerless deer is prohibited during the archery season. The bag limit for wild hog shall be one per day; possession limit annual bag two. The take of wild hog with a shoulder height of less than 15 inches is prohibited. The take of wild hog is prohibited during small game season. During the general gun-vehicle season, a bag limit of one wild hog per day per vehicle shall apply. The bag limit for antlered deer shall be one during archery season, one during muzzleloading gun season, one during general gun-walk season and one per tag during the general gun-vehicle season.
(c) Camping Only tents, trailers or self-propelled camping vehicles may be used for camping. Camps may not be set up in the area prior to seven 7 days before archery season and all vehicles, camps, tents, other camping equipment and litter must be removed no later than 6:00 p.m. seven 7 days after the close of the general gun season. The erection of any permanent structure is prohibited. During the remainder of the year, camping is allowed on Fridays, Saturdays and Sundays only, but campsites may not be left unattended for more than 24 hours. Camping is allowed only on the L-5 Levee and the Miami Canal Levee.
(d) No change.
(e) Notwithstanding any other provisions of this subsection, alligator hunt participants may operate airboats and tracked vehicles throughout the area when taking alligators.
(3) Everglades and Francis S. Taylor Wildlife Management Area.
(a) Open season:
1. General gun Walk, October 16-31 24 through November 1 Conservation Areas 3A North and 2 only. December 5 through January 3 in that portion of the area between the Old Miami Canal (Mud Canal) and the New Miami Canal in Conservation Area 3A North only.
2. General gun Vehicle (airboats and tracked vehicles only), November 6-21 7-22, in Conservation Areas 3A North, 3A South, 2, and the Francis S. Taylor Wildlife Management Area by permit only.
3. Archery August 28 29 through September 19 20, Conservation Area 3A North only.
4. Muzzleloading gun October 2-10 3-18, in Conservation Area 3A North only.
5. Small game November 22 23 though March 6 7.

(b) Legal to take: All legal game (except turkeys), fish, frogs and furbearers. Taking of antlered deer not having at least one forked antler and having one or more antlers at least 5 inches in length visible above the hairline is prohibited. The forked antler shall have at least two points one inch or greater in length. Take of antlerless deer is prohibited during archery season. The bag limit for wild hog shall be one per day, possession limit two and two annually. During the general gun-vehicle season, a bag limit of one wild hog per day per vehicle shall apply. The take of wild hog with a shoulder height of less than 15 inches is prohibited. The take of wild hog is prohibited during small game season. The bag limit for antlered deer shall be one per season during archery, muzzleloading gun and general gun-walk seasons and one per tag during the general gun-vehicle season.
(c) Camping: Only tents, trailers or self-propelled camping vehicles may be used for camping. Camps may not be set up in the area prior to 7 days before archery season and all vehicles, camps, tents, other camping equipment and litter must be removed no later than 6 p.m. seven days after the close of the general gun season. Kitchen stoves, refrigerators, and freezers, unless contained in mobile campers or an existing permanent camp, are prohibited. The erection of any permanent structure is prohibited. Camping during the period from eight 8 days following the close of the general gun season to eight 8 days prior to the archery season is allowed but only on Fridays, Saturdays and Sundays and camps may not be left unattended for more than 24 hours during this period. Overnight camping is prohibited in areas posted as closed to camping.
(d) General regulations:
1. No change.
2. Vehicles and airboats are prohibited on tree islands, wildlife islands and tree strands. Vehicles and airboats are prohibited in that portion of the area between the Old Miami Canal (Mud Canal) and the New Miami Canal.
3. During the archery, muzzleloading gun and general gun-walk seasons, all-terrain vehicles are allowed but only for the purpose of hunting. All other vehicles are prohibited except vehicles are allowed on levees and during the second general gun-walk season, other vehicles and vessels are allowed in Conservation Area 3A North outside of that portion of the area between the Old Miami Canal (Mud Canal) and the New Miami Canal. All-terrain vehicle access for scouting shall be allowed two weeks prior to the archery season and one week prior to the muzzleloading gun and general gun-walk seasons. During the remainder of the year, all-terrain vehicles are prohibited. While an all-terrain vehicle is in motion, no person shall occupy any platform or structure attached thereto. No all-terrain vehicle may be equipped with a steering mechanism that would enable the all-terrain vehicle to be operated from a platform or structure attached thereto.

5. During archery, and muzzleloading gun and general gun-walk seasons and the first general gun-walk season, the operation of airboats is are prohibited in Conservation Area 3A North and Conservation Area 2 during legal shooting hours. Archery equipment, muzzleloading guns, and guns may be transported on boats (other than airboats) and all-terrain vehicles in Conservation Area 3A North and Conservation Area 2 during the archery and muzzleloading gun seasons and the first general gun-walk season, respectively.

2. The use of any vehicle, including but not limited to tracked vehicles, all-terrain vehicles, or motorcycles, is prohibited. The use of personal watercraft or horses is prohibited. All public use shall be prohibited in areas posted as closed so as to afford protection to biologically sensitive resources or sites, protection of archeological or cultural resources, or for public safety reasons.

During the archery and spring turkey seasons through 6 p.m. one day after the close of archery and spring turkey seasons and during, muzzleloading gun, family hunt, and general gun, and spring turkey seasons, vehicles may only be operated on numbered trails in addition to named or numbered roads by individuals participating in the hunt possessing a valid quota hunt permit. During the small game, dove, waterfowl, and snipe seasons, vehicles may only be operated on numbered trails and named or numbered roads.
