    68A-15.065: Specific Regulations for Wildlife Management Areas - Northeast Region
    PURPOSE AND EFFECT: The purpose of the proposed rule changes is to revise specific area regulations on Wildlife Management Areas (WMAs) in the Northeast Region and conform to calendar year date changes. The effect of the proposed rule changes will be to enable the agency to better manage fish and wildlife resources and public use on WMAs.
    SUMMARY: The proposed rule changes would adjust season dates to conform to calendar year changes and revise specific area regulations on Wildlife Management Areas (WMAs) in the Northeast Region as follows:
    Buck Lake WMA – clarify that the deer bag limit is one antlered deer and one antlerless deer per quota permit.
    Bull Creek WMA – allow small game to be hunted with bird dogs during all seasons except spring turkey; remove the quota permit requirement for the second and third general gun hunts.
    Caravelle Ranch WMA – reduce the quota for the special-opportunity dove hunts from 80 to 60; clarify that the bag limit during spring turkey season is one gobbler or bearded turkey per quota permit.
    Charles H. Bronson WMA (NEW) – 9,242 acres – establish a new wildlife management area with the following open seasons: archery – one 7-day hunt and one 9-day hunt (quota of 30 per hunt, no exemptions); muzzleloading gun – one 3-day hunt (quota of 30; no exemptions); general gun – three 3-day hunts (quota of 30 per hunt; no exemptions); small game – one 9-day hunt and one 7-day hunt (no quota permit required); spring turkey – three 3-day hunts (quota of 15 per hunt; no exemptions); statewide waterfowl and snipe seasons (no quota permit required, except during archery, muzzleloading gun or general gun hunts); fishing and frogging – year round; legal to take – all legal game, fish, frogs and furbearers; the bag limit for deer shall be one per quota permit; during the spring turkey season, the bag limit shall be one gobbler or bearded turkey per quota permit; allow camping only as authorized by the Division of Forestry; prohibit hunting with dogs other than bird dogs or retrievers for hunting small game; allow vehicles to be operated on named and numbered roads only and to be parked within 25 feet of a named or numbered road; allow vehicle access only by persons participating in the hunts; prohibit airboats, tracked vehicles, all-terrain vehicles, swamp buggies and unlicensed and unregistered motorcycles; require persons to enter and exit at a designated entrance or from any point along the St. Johns River, except access along the river is prohibited during quota hunts and the small game season; vehicle access is allowed only during quota hunts and small game season; prohibit the use of centerfire rifles during spring turkey season and allow horses to be ridden only on designated equestrian trails.
    Etoniah Creek WMA – clarify that the bag limit during spring turkey season is one gobbler or bearded turkey per quota permit.
    Fort Drum WMA – convert the special-opportunity wild hog-still hunts to regular quota hunts.
    Half Moon WMA – increase the wild hog-still hunts from two 2-day hunts to three 3-day hunts (quota of 50 per hunt, no exemptions).
    Little Big Econlockhatchee WMA, Kilbee Unit – remove “Kilbee Unit” from the WMA name; extend the archery season from two 3-day hunts to one 7-day hunt and one 9-day hunt (increase the quota from 10 to 20 per hunt, no exemptions); increase the quota for muzzleloading gun season from 10 to 20 (no exemptions); extend the general gun season from one 3-day hunt to three 3-day hunts (increase the quota from 10 to 20 per hunt; no exemptions); remove the general gun hog season; increase small game season from three 2-day weekend hunts to 16 consecutive days (no quota permit required); allow the take of wild hog during small game season; add three 3-day spring turkey hunts (quota of 10, no exemptions); remove the requirement for hunters to check in and out at a check station upon entry and exit from the WMA; remove the requirement for hunters to record all game taken; require vehicles to be parked within 25 feet of a named or numbered road; remove the prohibition on dismemberment of deer, turkey and wild hog prior to being checked at a check station; prohibit the use of centerfire rifles for taking wild turkey during the spring turkey season.
    Lake Panasoffkee WMA – allow horses only during periods closed to hunting; allow camping and hunting equipment only during periods when scouting and hunting are allowed; prohibit the take of hog during small game season; increase the number of daily quota permits issued at the check station during small game season from 30 to 40 per day (no exemptions); increase the quota for the wild hog-still hunt from 30 to 50 (no exemptions); increase the quota for the wild hog-dog hunt from 30 to 35 (no exemptions).
    Marshall Swamp WMA (NEW) – 5,361 acres – establish a new wildlife management area with the following open seasons: archery – four 7-day hunts and one 9-day hunt (quota of 10 per hunt, no exemptions); muzzleloading gun – one 3-day hunt (quota of 10, no exemptions); general gun – three 3-day hunts (quota of 10 per hunt, no exemptions); small game – 114 days (no quota permit required, except when overlapping with general gun season); spring turkey – three 3-day hunts (quota of 5 per hunt; no exemptions); statewide migratory bird seasons (no quota permit required, except during archery, muzzleloading gun or general gun quota periods); fishing and frogging – year round; legal to take - all legal game, fish, frogs and furbearers; the bag limit for deer shall be one per quota permit; during the spring turkey season, the bag limit shall be one gobbler or bearded turkey per quota permit; prohibit camping; prohibit hunting with dogs other than bird dogs or retrievers for the take of small game; prohibit the take of wild hog with dogs; allow vehicles in designated parking areas only; prohibit airboats, tracked vehicles, all-terrain vehicles, swamp buggies and unlicensed and unregistered motorcycles; require persons to enter and exit at a designated entrance; prohibit the take of wildlife with centerfire rifles and centerfire handguns; prohibit fires.
    Ocala WMA – remove the quota permit requirement for the general gun and muzzleloading gun hunts on the Hopkins Prairie and Lake Delancy Units; incorporate that portion of the Pipeline Unit north of the Fore Lake campground, west of CR 314 and north of US 40 into the Church Lake Unit (approximately 2700 acres), which will reduce the number of deer dog hunting days from in that area, and increase the quota for the general gun dog and general gun still hunts from 225 to 250 per hunt.
    Ocklawaha River WMA, Gores Landing Unit – clarify that the deer bag limit is one per quota permit; clarify that the bag limit during spring turkey season is one gobbler or bearded turkey per quota permit.
    Relay WMA – require all persons to enter and exit at a designated entrance.
    Richloam – clarify that camping is allowed only as authorized by the Division of Forestry.
    Richloam WMA, Baird Unit – clarify that the bag limit is one antlered and one antlerless deer per quota permit during the archery season and one antlered deer per quota permit during the muzzleloading gun and general gun seasons; and require a quota permit to hunt during the third archery hunt.
    Salt Lake WMA – change the small game season from one 16-day season in December (Saturday through Sunday) to six 3-day hunts (Friday through Sunday) during December, January and February; clarify that the deer bag limit is one per quota permit.
    Seminole Forest WMA, Lake Tracy Unit – add one 3-day archery hunt (quota 40, no exemptions); add three 3-day wild hog-still hunts (quota 40, no exemptions); increase the quotas for archery, muzzleloading gun and general gun seasons from 20 to 40 per hunt (no exemptions), and for spring turkey season from 10 to 20 per hunt (no exemptions); change the bag limit from two deer per day to two deer per quota permit; allow vehicles to be parked within 25 feet of a named or numbered road.
    Seminole Ranch WMA – increase the length of the muzzleloading gun hunts from 2 days to 3 days; clarify that the deer bag limit is one per quota permit.
    Three Lakes WMA – establish a quail enhancement area east of the Florida Turnpike and west of U.S. 441 (25,168 acres) and allow up to 8 days of quail hunting, with no more than 10 quota permits per day (no exemptions, up to two hunters per quota permit) in January and February, with a bag limit of 6 quail per quota permit; remove the quota requirement for the second and third general gun hunts and the general gun for mobility impaired hunt; allow raccoon hunting on that area between the Florida Turnpike and U.S. 441 only.
    Three Lakes WMA, Prairie Lakes Unit – expand the snipe and dove seasons to match the statewide seasons.
    Tiger Bay WMA, Rima Ridge Unit – allow vehicles only on named and numbered roads designated on the hunt map; clarify that the deer bag limit is one per quota permit.
    Tosohatchee WMA – allow turkey to be hunted during archery season; issue quota permits for the Monday through Thursday wild hog-dog hunts first-come, first-served at the check station.
    Twelve Mile Swamp WMA – require all persons to enter and exit at a designated entrance; reduce the number of recreational user permits issued from 200 to 125.
    Upper St. Johns River Marsh WMA – allow motorized vessels in areas posted as seasonal walk-in areas, but only from one day following the close of spring turkey season to one day prior to archery season.
    Additional proposed rule changes would provide non-substantive technical changes, such as grammatical corrections, language standardization or clarification of an existing rule.

    68A-15.065 Specific Regulations for Wildlife Management Areas – Northeast Region.

    (1) Bull Creek Wildlife Management Area.

    (a) Open season:

    1. General gun – November 13-14 and November 15 through January 9 14-15, 16-18, 19-22 and November 23 through January 10.

    2. Small game – January 10 11 through March 6 7.

    3. Spring turkey – March 19 20 through April 24 25.

    4. Archery – September 25-26 26-27 and September 27 28 through October 24 25. An archery/muzzleloading gun quota permit will be required for the September 26-27 hunt.

    5. Muzzleloading gun – October 29-31 30 through November 1.

    6. No change.

    (b) Legal to take: All legal game, fish, frogs and furbearers (except bobcat and otter). Any deer except spotted fawns may be taken during the archery season. During the muzzleloading gun and general gun seasons, antlerless deer may be taken by permit only. Taking of antlered deer not having at least one antler with three or more points, one inch or more in length, is prohibited. Taking wild hog is prohibited during small game season.

    (c) Camping: Allowed only at designated campgrounds during periods in which hunting is allowed and throughout the year at designated campsites on the Florida National Scenic Trail provided that access to area is via the Trail. Camping equipment may be taken onto the area no earlier than after 8 a.m. seven days prior to the opening of archery season and shall be removed from the area before 6 p.m. seven days following the end of the spring turkey season. Camping shall be allowed from 8 a.m. one day prior to each season through 6 p.m. one day following each season. Only tents, trailers or self-propelled camping vehicles may be used for camping. The name, address and telephone number of the person responsible for each campsite shall be visibly affixed to camping shelters.

    (d) General regulations:

    1. Persons hunting on the Crabgrass Creek portion of the area shall have a daily permit issued from the check station in their possession (except during the small game season) and shall enter and exit at a the designated entrance point on Crabgrass Road.

    2. No change.

    3. Hunters shall check in and out at a check station when entering and exiting the area and shall check all game taken, except during the small game season when hunters shall check in and out using self-check boxes located at each designated entrance and record all game taken. Persons engaging in recreational activities other than hunting shall register at the check station upon entering and exiting the area.

    4. No change.

    5. Motorcycles, Aairboats, or tracked vehicles and unlicensed and unregistered motorcycles are prohibited.

    6. The name, address and telephone number of the person responsible for each campsite shall be visibly affixed to camping shelters.

    6.7. No change.

    7.8. Hunting with dogs is prohibited except that bird dogs are allowed for taking small game during the general gun and small game seasons.

    (2) Fort Ft. McCoy Wildlife Management Area.

    (a) Open season:

    1. General gun – November 13 14 through January 9 10.

    2. Small game – January 10-30 11-31.

    3. Archery – September 25 26 through October 24 25.

    4. Muzzleloading gun – October 30 31 through November 7 8.

    5. Spring turkey – March 19 20 through April 24 25.

    6. Fishing and frogging – Allowed Permitted during periods in which access hunting is allowed.

    (b) through (c) No change.

    (d) General regulations:

    1. through 3. No change.

    4. Access to the area is allowed permitted only from the Saturday two weeks prior to the archery season through the last day of the spring turkey season.

    5. through 6. No change.

    7. Access is allowed permitted only by individuals possessing a valid recreational use user permit, except as provided by Section 372.57, F.S.

    (3) Ocala Wildlife Management Area.

    (a) Open season:

    1. General gun – November 13 14 through January 9 10 (Church Lake Unit – first 9 days only).

    2. General gun still – November 27 28 through December 5 6 (Church Lake Unit only).

    3. Small game – January 10 11 through March 6 7.

    4. Archery – September 25 26 through October 24 25.

    5. Muzzleloading gun – October 29-31 30 through November 1, on the Church Lake, Hopkins Prairie and Lake Delancy Management Units only.

    6. Fox, opossum, bobcat and raccoon – November 13 14 through April 17 18.

    7. Special September Early duck – In the special September duck season established by Rule 68A-13.003, F.A.C.

    8. Spring turkey – March 24-27 25-28, March 31 through April 3 1-4, 7-10 8-11 and 14-17 15-18.

    9. Dove – During the mourning dove and white-winged dove season established by Rule 68A-13.008, F.A.C.

    10.9. Trapping – December 1 through March 1, except in that portion of the Pipeline Management Unit south of S.R. 40, east of County Road 183 AV, and west of S.R. 19.

    11.10. No change.

    (b) Legal to take:

    1. All legal game (except antlerless deer), fish, frogs and furbearers. During the spring turkey season the bag limit shall be one gobbler or bearded turkey per quota hunt permit. Antlered deer may only be taken in the Church Lake Unit during the archery season, muzzleloading gun season, the first 9 days of the general gun season and the general gun still season. Deer daily bag one, no season bag.

    2. Furbearing animals – During the November 13 14 through March 1 period, hunting as specified in paragraph 68A-24.002(2)(b), F.A.C., is allowed permitted only in the Pipeline and Church Lake Management Units. Raccoons may also be hunted, with dogs only, from March 7 8 through April 17 18 only in that portion of the Pipeline Management Unit south of S.R. 40, east of County Road 183 AV, and west of S.R. 19. The hunting of fox and bobcat by the use of dogs only shall be allowed permitted from January 10 11 through April 17 18, only in that portion of the Pipeline Management Unit south of S.R. 40, east of County Road 183 AV, and west of S.R. 19.

    (c) Camping: Throughout the year. Camping is allowed by the use of tents, trailers or self-propelled camping vehicles only on designated campsites during the general gun season.

    (d) General regulations:

    1. Camping is permitted by the use of tents, trailers, or self-propelled camping vehicles only on designated campsites during the general gun season.

    1.2. No deer or turkey shall be dismembered or transported out of the hunt area until checked at a check station.

    3. All management units will be open for the taking of doves during all phases of the dove season.

    2.4. Hunting with dogs is prohibited in the Hopkins Prairie and Lake Delancy management units, except bird dogs and retrievers are allowed during small game, special September early duck, dove, and duck, geese and coot seasons. Taking deer with dogs is prohibited in the Church Lake Unit during the general gun still hunt. Caged or leashed hunting dogs may be transported on established numbered roads.

    3.5. Taking of wildlife by use of a gun on or from rights-of-way of all paved roads, Forest Road 69 538 from State Road 42 to County Road 445, Forest Road 14 573, Forest Road 13 588, Blue Creek Lodge Road, Deerhaven Road, North Boulevard, Forest Road 46 10 east of Forest Road 33 65, Forest Road 33 65 south of Forest Road 46 10, Forest Road 05 79 south of Forest Road 38 76 or that portion of any road adjacent to posted lands, and all Forest Service, and county and state roads in the Church Lake is prohibited as provided by Rule 68A-4.008, F.A.C.

    2.     3. Archery – September 25 26 through October 24 25.

    4. No change.

    5. Trapping – January 10 11 through March 1.

    6. Wild General gun hog-dog – January 11-13 12-14.

    (b) Legal to take: All legal game (except antlerless deer), fish, frogs and furbearers. Only wild hog may be taken during the wild general gun hog-dog season.

    (c) Camping: Prohibited unless authorized by the Division of Forestry. Permitted at designated campsites.

    (d) General regulations:

    1. All persons shall enter and or exit the area at designated entrances.

    2. Only tents, trailers, temporary shelters and self-propelled camping vehicles may be used for camping.

    6. During archery and spring turkey season camping is permitted only at Pless Place campsite.

    5.7. The taking of wild hog by the use of dogs is prohibited, except during the wild general gun hog-dog season.

    6.8. Persons licensed to use trapping devices Licensed trappers may possess a .22 caliber rimfire firearm other than .22 magnum rifle or pistol during the trapping season provided that no such firearm shall be loaded at any time except immediately prior to the shooting of a trapped furbearer.

    (5) Richloam Wildlife Management Area – Baird Unit.

    (a) Open season:

    1. Archery – September 25-28 26-29, September 29 30 through October 3 4 and October 4-10 5-11.

    2. Muzzleloading gun – October 29-31 30 through November 1.

    3. General gun – November 13-16 14-17 and 17-21 18-22.

    4. Wild hog-still General gun hog – January 11-13 12-14.

    5. Spring turkey – March 19-21 20-22, 25-27 26-28 and April 1-3 2-4.

    6. Small game – January 15 16 through February 20 21.

    7. Fishing and frogging – Allowed Permitted throughout the year.

    (b) Legal to take: All legal game, fish, frogs and furbearers. One antlered and one antlerless deer may be taken per quota person per permit during the archery season. One antlered deer may be taken per quota person per permit during the muzzleloading gun and general gun seasons. Taking of antlered deer not having at least one antler with three or more points, one inch or more in length, is prohibited. Only one quota permit may be utilized per person, per season. Only wild hog may be taken during the wild hog-still general gun hog season.

    (c) No change.

    (d) General regulations:

    1. through 5. No change.

    6. Public access to the area is prohibited during the period from 8 8:00 p.m. to 4:30 a.m.

    7. No change.

    8. Vehicular access is allowed permitted one day prior to each hunt from 8 8:00 a.m. until 6 6:00 p.m., except during the small game season.

    (6) Three Lakes Wildlife Management Area.

    (a) Open season:

    1. General gun – November 13-14 and November 15 through January 9 14-15, 16-18, 19-22 and November 23 through January 10.

    2. Small game – January 10 11 through March 6 7.

    3. Spring turkey – March 19 20 through April 24 25.

    4. Archery – September 25-26 26-27 and September 27 28 through October 24 25.

    5. Special September Early duck – In the special September duck season established by Rule 68A-13.003, F.A.C., in that area between Prairie Lakes Unit and Canoe Creek Road only.

    6. Muzzleloading gun – October 29-31 30 through November 1.

    7. General gun for mobility impaired –_November 5-7 6-8.

Killing quail is prohibited on the quail enhancement area (that portion of the area lying east of the Florida Turnpike) except by quail permit during the quail season. The bag limit for quail on the quail enhancement area is six (6) per quota permit.

    (c) Camping: Allowed Permitted only at designated hunter campsites during the periods in which hunting is allowed and at designated campsites on the Florida Trail throughout the year. Camping equipment may be taken onto the area no earlier than after 8 8:00 a.m. seven days prior to the opening of archery season and shall be removed from the area before 6 6:00 p.m. seven days following the end of the spring turkey season. Camping shall be allowed from 8 a.m. one day prior to each season through 6 6:00 p.m. one day following each season. Only tents, trailers and self-propelled camping vehicles may be used for camping.

    (d) General regulations:

    1. During the first two days of archery season, the muzzleloading gun season and the general gun seasons, except the general gun-dog and general gun for mobility impaired seasons hunts, the quota of hunters will be admitted daily as follows: U.S. 441 check station – 375; Canoe Creek check station – 50; State Road 60 check station – 200. During the general gun-dog hunts, the quota of hunters for the 441 check station will be 100 by quota permit east of the Florida Turnpike and 100 daily permits issued at the check station for west of the Florida Turnpike.

    2. Only tents, trailers and self-propelled camping vehicles may be used for camping.

    2.3. Vehicles may be operated only on named or numbered roads or named and numbered trails except vehicles used by persons participating in during the general gun for mobility-impaired season. During general gun-dog hunts, only persons participating in the hunts quota permit holders may operate vehicles on named or numbered roads and established firebreaks in that area between the Florida Turnpike and U.S. 441.

    3.4. Motorcycles, Aairboats, or tracked vehicles, and unregistered and unlicensed motorcycles are prohibited except that airboats may be transported to and from the Lake Jackson Public Boat Ramp and may be operated on that portion of Lake Jackson outside the area posted as restricted to airboat access for the protection of environmentally sensitive areas in accordance with subsection 68A-15.004(14), F.A.C.

    4.5. Hunting with dogs other than bird dogs is prohibited except during the general gun-dog hunts when dogs with a shoulder height of 17 inches or less may be used for deer hunting east of the Florida Turnpike during the general gun-dog season; dogs with a shoulder height of 15 inches or less may be used during the small game season; and dogs of any size may be used to hunt raccoon during the raccoon season.

    (35) Lake Monroe

    (a) Open season:

    1. Non-migratory game – Zonal seasons established under Rule 68A-13.004, F.A.C., except that open season for rabbit shall be during the zonal squirrel season only, antlered deer season will open the second Saturday in November and close 57 58 days thereafter and there shall be no crossbow season.

    2. through 4. No change.

    (b) through (d) No change.

    (36) Charles H. Bronson Wildlife Management Area.

    (a) Open season:

    1. Archery – October 8-14 and 15-23.

    2. Muzzleloading gun – November 5-7.

    3. General gun – November 12-14, 19-21 and December 3-5.

    4. Small game – December 11-19 and January 8-14.

    5. Spring turkey – March 18-20, 25-27 and April 1-3.

    6. Duck, geese, coot and snipe – During the migratory game bird seasons as established by Rules 68A-13.003 and 68A-13.008, F.A.C.

    6. Fishing and frogging – Allowed throughout the year.

    (b) Legal to take: All legal game, fish, frogs and furbearers. The bag limit for deer shall be one per quota permit. During the spring turkey season, the bag limit shall be one gobbler or bearded turkey per quota hunt permit.

    (c) Camping: Prohibited unless authorized by the Division of Forestry.

    (d) General regulations:

    1. Hunting with dogs other than bird dogs or retrievers is prohibited.

    2. Vehicle access is prohibited except persons participating in a hunt are allowed vehicle access during archery, muzzleloading gun, general gun, small game and spring turkey seasons and one day prior to each of these seasons. Vehicles may be operated only on named or numbered roads and must be parked within 25 feet of a named or numbered road.

    3. Airboats, tracked vehicles, all-terrain vehicles, swamp buggies and unlicensed and unregistered motorcycles are prohibited.

    4. Persons shall enter and exit the area at designated entrances, except access is also allowed from the St. Johns River if hunting duck, geese, coot or snipe during non-quota periods.

    5. The use of centerfire rifles for taking wild turkey during the spring turkey season is prohibited.

    6. Horses may only be ridden on named or numbered roads and designated equestrian trails.

    (37) Marshall Swamp Wildlife Management Area

    (a) Open season:

    1. Archery – September 25 through October 1; October 2-8, 9-15, 16-22 and 23-31.

    2. Muzzleloading gun – November 5-7.

    3. General gun – November 19-21, 26-28 and December 3-5.

    4. Small game – During the open season for gray squirrel established in Rule 68A-13.004, F.A.C.

    5. Spring turkey – March 19-21, 25-27 and April 1-3.

    6. Migratory game birds – Migratory game birds during seasons established by Rules 68A-13.003 and 68A-13.008, F.A.C.

    7. Fishing and frogging – Allowed throughout the year.

    (b) Legal to take: All legal game, fish, frogs and furbearers. The bag limit for deer shall be one per quota permit. During the spring turkey season, the bag limit shall be one gobbler or bearded turkey per quota permit.

    (c) Camping: Prohibited.

    (d) General regulations:

    1. Hunting with dogs other than bird dogs or retrievers for the take of small game is prohibited.

    2. Taking wild hog with dogs is prohibited.

    3. Vehicles may be operated only in designated parking areas.

    4. Airboats, tracked vehicles, all-terrain vehicles, swamp buggies and unlicensed and unregistered motorcycles are prohibited.

    5. Persons shall enter and exit the area at a designated entrance.

    6. Taking wildlife with centerfire rifles and centerfire handguns is prohibited.

    7. Fires are prohibited.

Summary:

Purpose:
The purpose of the proposed rule changes is to revise specific area regulations on Wildlife Management Areas (WMAs) in the Northeast Region and conform to calendar year date changes. The effect of the proposed rule changes will be to enable the agency to better manage fish and wildlife resources and public use on WMAs.
