    PURPOSE AND EFFECT: The purpose and effect of the proposed rule amendment is to clarify that at least one-half of the daily quota for each special-opportunity dove field will be available as annual permits.

    SUMMARY: The proposed rule amendment would clarify that at least one-half of the daily quota for each special-opportunity dove field will be available as annual permits.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION: The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: The nature of the rule and the preliminary analysis conducted to determine whether a SERC was required.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    THE FULL TEXT OF THE PROPOSED RULE IS:

     

    Special-use permits, short-term use permits, and fees for such permits are hereby established as follows:

    (1) No change.

    (2) The Commission establishes fees for special-use permits and non-refundable application fees as follows:

    (a) through (d) No change.

    (e) The fee for an annual special-opportunity dove field permit is $150. Under the annual permit, one minor child under 16 years of age may accompany an adult permittee and may hunt under the supervision and in the presence of the permittee as specified in Section 790.22, F.S., provided that the permittee and minor may each take one daily bag limit of doves. This permit shall be non-transferable and shall be valid only for the dove field specified. A minimum of Up to one-half of the daily quota for each special-opportunity dove field will be available as annual permits.

    (f) through (i) No change.

    (3) through (4) No change.
