PURPOSE AND EFFECT: The Agency is proposing to amend this rule to update vague language. The use of the phrase “include but not limited to” implies that there are actions that constitute a violation other than those enumerated within the list. The statement “but not limited to” will be removed. As well, a statutory reference will be corrected.
