GENERAL SUBJECT MATTER TO BE CONSIDERED: NOTICE OF GRANT SUBMISSION PERIOD FOR LAND AND WATER CONSERVATION FUND OUTDOOR RECREATION LEGACY PARTNERSHIP PROGRAM
The Department of Environmental Protection (Department) will accept Fiscal Year 2023-2024 grant applications for the Round 7 Outdoor Recreation Legacy Partnership Program (ORLP) (Federal NOFO Number P24AS00498). The Department has changed the application period and date for the application webinar and accordingly has revised and re-published the Notice of Public Meeting. This notice supersedes the notice published on December 4, 2023.
APPLICATION SUBMISSION PERIOD: The Department is accepting applications from January 29, 2024, through February 29, 2024. Applications must be received in office no later than 5:00 p.m., EST on February 29, 2024.
ELIGIBLE APPLICANTS: Incorporated cities or towns having a population of 30,0000 or more in the 2020 Census and located within a community (Census tract) that is determined to be disadvantaged per the Climate and Environmental Justice Screening Tool – https://screeningtool.geoplatform.gov/
INELIGIBLE APPLICANTS: County or district projects must serve an incorporated city or town of 30,000 or more. County or district may only apply on behalf of the incorporated city or town.
APPLICATION LIMIT PER SUBMISSION CYCLE: One (1) per applicant (city or town).
ELIGIBLE PROJECT SITES: The site of a proposed community park, campground, sports fields and courts, picnic areas and tracks for walking or biking, water-based recreation facilities such as swimming or boating natural areas and pools. Projects must involve publicly owned land and must be open to the general public and not limited to specific groups.
INELIGIBLE PROJECT SITES: SCHOOL BOARD PROPERTY OR SHARED SCHOOL/PARK SITES,
Indoor recreation centers and other buildings such as gymnasiums, education centers, visitor centers, etc., parks/sites that are currently receiving LWCF grant funding or have received funding in the last seven (7) years ARE NOT ELIGIBLE.
ELIGIBLE PROJECT TYPES: The primary purpose of the project must be for providing development activities of existing park land or acquisition of land for development into a park and/or outdoor recreation purposes.
PERMISSIBLE USES OF ORLP GRANT FUNDS: To develop nature-based park projects where nature is a major element of, or strongly supports, the proposed recreation activity(ies) being developed or renovated.
MINIMUM GRANT REQUEST: $300,000
MAXIMUM GRANT REQUEST: $15,000,000
MATCH REQUIREMENTS: Cost match in the amount of a 1:1 is required to be eligible. The matching ratio is one applicant dollar value to one federal dollar for all projects. A dollar-for-dollar match must be acknowledged in application and matching share must be secure or firmly committed to. Confirmation letter must be provided at time of application. Applicants may not include funds from other Federal sources in the project’s budget.
ANTICIPATED AWARD DATE: November 1, 2025. Application cycle is a multi-step application process and final awardees will be determined by the National Park Service.
ANTICIPATED TERM OF AGREEMENT IF AWARDED: 2 years will be granted for project development once awarded.
