The Department of Highway Safety and Motor Vehicles hereby gives notice:

This matter came before the Department of Highway Safety and Motor Vehicles (Department) by Petitioner, Crystale Reason, seeking a variance from or waiver of Rule 15C-21.001, F.A.C., filed on October 20, 2015, and published in the Florida Administrative Register on October 26, 2015, Vol. 41, No. 208. The Department has carefully considered the Petition and finds that the Petition fails to demonstrate that, if a variance or waiver is provided, the requirements of the Florida Statutes have or will be achieved by other means by the Petitioner and that the application of the rule creates a substantial hardship or violates principles of fairness. Therefore, the Petition must be denied.
