    DEPARTMENT OF ENVIRONMENTAL PROTECTION

The Division of Air Resource Management announces a hearing to which all persons are invited.
    DATE AND TIME: February 22, 2013, 10:00 a.m.
PLACE: Department of Environmental Protection, Bob Martinez Center, 2600 Blairstone Road, Room 195, Tallahassee, Florida.
GENERAL SUBJECT MATTER TO BE CONSIDERED: Pursuant to 40 CFR 51.102, the Department of Environmental Protection (DEP) announces a public hearing and opportunity to offer comments on a proposed revision to Florida’s State Implementation Plan (SIP) under the Clean Air Act. Specifically, DEP is proposing a “catch-up” revision to Florida’s SIP to incorporate a series of past amendments to four Florida Administrative Code (F.A.C.) rule sections and to request removal from the SIP of one rule section, all in Chapter 62-210, F.A.C. The rule amendments relate to Florida’s minor-source preconstruction review program; primarily, to exemptions from minor source permitting and to air general permits (permits-by-rule for minor source categories) adopted over the past 15 years. The proposed SIP revision requests that the U.S. Environmental Protection Agency (EPA) approve and incorporate into Florida’s SIP the following four rule sections: Rule 62-210.200, F.A.C., “Definitions” – selected amendments through 3/28/12; Rule 62-210.300, F.A.C., “Permits Required” – amendments through 6/29/11; Rule 62-210.310, F.A.C., “Air General Permits” – amendments through 6/29/11; and Rule 62-210.350, F.A.C., “Public Notice and Comment” – amendments through 10/12/08. Rule 62-210.920, F.A.C., “Registration Forms for Air General Permits,” is requested to be removed from the SIP. A public hearing will be held at the date, time, and place given above. It is not necessary for persons to attend the hearing in order to comment on DEP’s proposed submittal to EPA. Any comments must be submitted by letter or email to Marnie Brynes at Department of Environmental Protection, Division of Air Resource Management, 2600 Blairstone Road, MS 5500, Tallahassee, Florida 32399-2400, or marnie.brynes@dep.state.fl.us, and received no later than February 22, 2013.
