General Basis for Agency Decision: Petitioner failed to respond to District request for additional information as Petitioner has not provided information about his smart irrigation system sufficient to demonstrate why the variance requested would serve the purposes of the underlying statutes. Petitioner also did not provide facts demonstrating that the application of the rule would create a substantial hardship or would violate the principles of fairness justifying the variance. Petitioner has not demonstrated that a variance from District rule is appropriate.
