    6A-10.024Articulation Between and Among Universities, Florida Colleges, and School Districts

    PURPOSE AND EFFECT: The rule implements the statewide articulated acceleration mechanisms of Section 1007.27, Florida Statutes, which facilitates a variety of acceleration mechanisms that are available to secondary and postsecondary students. The purpose of the rule amendment will be to incorporate new language related to the governing of military credit and incorporation of a military course equivalency list for use by Florida’s public postsecondary institutions to award credit or clock hours for courses taken and occupations held by military service members.

    SUMMARY: This rule amendment will define the policies related to the award of postsecondary credit for courses, trainings, and occupations of certain military servicemembers and veterans wishing to continue their education at a Florida public postsecondary institution. It will also incorporate the Statewide Credit for Military Experience Equivalency List into the rule.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

    The Agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the Agency.

    The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: The proposed rule amendment is not expected to have any adverse impact on economic growth or business competitiveness, or increase regulatory costs or any other factor set forth in s. 120.541(2), F.S. and will not require legislative ratification.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    6A-10.024 Articulation Between and Among Universities, Florida Colleges, and School Districts.

    It is the intent of the Board of Governors in regulation and the State Board of Education in rule to facilitate articulation and seamless integration of the education system by agreeing to the provisions of this articulation agreement, pursuant to Section 1007.23, F.S. The authority to adopt and amend this rule aligns with the Constitutional power given the Board of Governors for the state university system and the statutory authority given the State Board of Education for the district school boards, the Florida College System, and the Department of Education.

    (1) through (14) No change.

    (15) Statewide Credit for Military Experience Equivalency List.

    (a) A list of postsecondary credit or clock hours courses, guaranteed to transfer, and recommended course equivalents, shall be maintained by the Articulation Coordinating Committee and reviewed annually. The list is incorporated in the document Articulation Coordinating Committee Statewide Credit for Military Experience Equivalency List, Effective March 2022, which is herein incorporated by reference and located at (DOS Link). The list may be requested from the Office of Articulation, Florida Department of Education, 325 West Gaines Street, Tallahassee, Florida 32399.

    (b) Transfer of military credit or clock hour is guaranteed, provided that credit was awarded in accordance with the Articulation Coordinating Committee’s recommended course equivalents.

    (c) Transfer of military credit or clock hour over forty-five (45) credits is at the discretion of the receiving institution.

    (d) Credit or clock hours may not duplicate credit from previous successfully completed postsecondary courses. Credit or clock hours shall be included in institution grade forgiveness policies.

    (e) Institutions may award additional postsecondary credit or career education clock hours, if appropriate.

    (f) Institutions must use the course number listed, unless it would be advantageous to the student to award a specific course number with equal credit that satisfies program prerequisites or other requirements.

    (g) All credit or clock hours initially awarded based on the Articulation Coordinating Committee recommended equivalency list is guaranteed to transfer and must be accepted by all public postsecondary institutions.

    (h) Institutions may award credit or clock hour for military experience that is not listed in this rule or that does not have recommended course equivalents, minimum scores, and maximum credits. Acceptance of transfer credit awarded is at the discretion of the receiving institution.
