    PURPOSE AND EFFECT: For Rule 64B14-4.001, F.A.C., to clarify that applicants must pass the American Board for Certification examination in effect at the time of application or, if previously certified, at the time of certification; for Rule 64B14-4.003, F.A.C., to allow applicants who cannot supply patient logs as proof of completion of an internship to substitute documentation from the American Board for Certification.

    SUMMARY: Rule 64B14-4.001, F.A.C., clarifies which licensing examination must be passed; and Rule 64B14-4.003, F.A.C., allows applicants to substitute documentation from the American Board for Certification, instead of patient logs, as proof of completion of an internship.

    SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST AND LEGISLATIVE RATIFICATION: The agency has determined that this will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the agency. The agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: For 4.001, by clarifying licensing requirements, confusion and the number of petitions for waiver of the rule by applicants who previously took the examination will be reduced; and for 4.003, by making it possible for applicants who cannot produce patient logs to supply documentation from a national certifying agency. Accordingly, the Board believes regulatory burdens on and costs to all entities, including small business and government, will be reduced and should streamline and enhance the licensing process.

    Any person who wishes to provide information regarding a statement of estimated regulatory costs, or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

    (1) through (1)(c) No change.

    (d)1. If the applicant completed an internship, a patient log signed by the applicant’s qualified supervisor(s), including the types of patients treated, the types of treatment provided, and the number of hours worked, that demonstrates compliance with Rule 64B14-4.100, F.A.C.

    2. The Board shall accept written documentation from ABC establishing the completion of an internship. Such documentation must be submitted to the Board office directly from ABC and must demonstrate the applicant's internship was in compliance with Rule 64B14-4.100, F.A.C.
