    NOTICE IS HEREBY GIVEN that the Florida Building Commission has received the petition for declaratory statement from the Building Code Advisory Board of Palm Beach County. The petition seeks the agency's opinion as to the applicability of sections R101.4.2 and R501.7, Florida Building Code, Energy Conservation, 6th Edition (2017). as it applies to the petitioner.

    Petitioner seeks clarification about the application of the Florida Building Code to two proposed projects - one where all of the windows in a home built in 1990 are proposed to be replaced, and one where a single window in the home would be replaced. In both circumstances, the cost of the replacement window would be less than 30% of the assessed value of the structure. Petitioner inquires whether section R501.7 would require the replacement windows to meet the solar heat gain coefficient listed in Table R402.2.1.2, or whether section 101.4.2 would exempt the replacement windows.
