NOTICE IS HEREBY GIVEN that the Office of Financial Regulation has received the petition for declaratory statement from Chime, Inc. d/b/a Sendware on September 28, 2016. The petition seeks the agency’s opinion as to the applicability of Chapter 560, Florida Statutes, and Rule 69V-560.703, Florida Administrative Code, as it applies to the petitioner.
The petition seeks a declaratory statement from the Office on whether Petitioner's business model (of offering a mobile phone application that allows people to download the application, register for the service and then use a debit card to send money to their designated recipient's mobile phone wallet in Kenya, Uganda or Tanzania) falls within the Florida Money Transmitter Statute, Chapter 560, Florida Statutes and Rule 69V-560.703.
