    Background:

    The Heartland Regional Transportation Planning Organization (HRTPO) requires the services of a firm with congestion management process expertise to develop a Congestion Management Process (CMP) for the new TPO. The study area for the CMP includes all six counties of the HRTPO (DeSoto, Glades, Hardee, Hendry, Highlands, and Okeechobee). The HRTPO is committed to diversity in its employees and consultants and therefore encourages qualified minority and disadvantaged firms to apply.

    All submissions must be received in the HRTPO office by November 10th, 2016, 4:00 p.m., EST.

    Questions should be addressed in writing via email to smcpherson@cfrpc.org no later than 4:00 p.m. on October 27th, 2016. Responses shall be in writing. Responses to questions shall be provided to all persons who have requested a copy of this RFQ and will be posted on www.heartlandregionaltpo.org website.

    No questions regarding this RFQ may be directed to HRTPO or Central Florida Regional Planning Council (CFRPC) Board members, Selection Committee Members, or HRTPO or CFRPC staff members other than the above designee. Violation of this prohibition may result in the disqualification of the consultant from further consideration. The HRTPO reserves the right, in its sole discretion, to reject all submissions, reissue a subsequent RFQ, terminate, restructure or amend this procurement process at any time. This RFQ has been reviewed by the Florida Department of Transportation for compliance with applicable State and Federal procurement requirements.
