    PURPOSE AND EFFECT: The purpose of this rule development notice is to address possible changes to spatial gear regulations to protect sensitive, submerged cultural resources from potential physical damage by fishing gear. The effect of the rule amendment would be to provide additional protections from potential damage caused by fishing gear to vulnerable archeological resources located within Biscayne National Park.
