    PURPOSE AND EFFECT: The purpose of this rulemaking is to amend Chapter 40E-61 to:

    1. Be consistent with the 2016 Northern Everglades and Estuaries Protection Program (NEEPP or 373.4595, F.S.) and Section 403.067, F.S., including for the Lake Okeechobee Watershed;

    2. Develop rules for Caloosahatchee River and St. Lucie River Watersheds;

    3. Provide for a monitoring program for non-point source dischargers required to monitor under Section 403.067, F.S.; and

    4. Provide for a research and water quality monitoring program.
